You will serve as a NURSE (OCCUPATIONAL HEALTH) in the Public Health & Safety Division of BUREAU OF MEDICINE AND SURGERY. This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will work for and support the Occupational Medicine Program Director. You will provide technical oversight for all Department of the Navy OM programs and resources, develops, and implements occupational health policies and improvement initiatives. You will serve as the Navy OH nursing technical expert on DON and Defense Health Agency (DHA) working groups, boards, and committees, in conferences, and in other activities involving the health of the Navy and Marine Corps population. You will serve as a recognized OHN expert, professional, and consultant to develop and implement OM policy for the Navy Medicine enterprise. You will advise Senior Navy Medicine leadership regarding OH Nursing, OM, Public Health (PH), and Preventative Medicine (PM) issues.

Qualifications

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. FOR THE GS-14, In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and managing Occupational Health programs; Monitoring, evaluating, and recommending Occupational Health resource needs; Providing professional expertise and consultation in the planning, development, implementation, and evaluation of Occupational Health programs; Interpreting Occupational Health program needs; Experience recommending Occupational Health Policies; Developing Occupational Health improvement initiatives. FOR THE GS-13, In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Establishing occupational health program protocols and objectives; Monitoring and evaluating occupational health programs to identify deficiencies and recommend strategies for improvement; Developing and preparing occupational health education and training material for use by staff; Applying Occupational Safety and Health Administration laws and other applicable regulations, policies, and standards to plan, develop, and implement command-wide programs.
