The primary purpose of this position is to administer the military, civilian DoD employee Drug Urinalysis Program, report to the chain of command issues regarding the urinalysis program, and to provide urinalysis training. Also, provide outreach and administrative support.

Duties

Conducts the military and civilian drug testing programs according to AFI 44-120 and the Air Force Drug Test Plan. Performs duties associated with administrative management of the drug test program. Performs duties utilizing office automation software to produce documents and functions related to the Drug Urinalysis Program. Performs duties associated with the education and training of the Drug Urinalysis Program. Provides support and responsibility for the Drug Urinalysis Program at Geographically Separated Units (GSU's).

SPECIALIZED EXPERIENCE: Applicants must have within 120 days of closing of this announcement at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-4 or equivalent in other pay systems. Specialized experience is experience in 1) Collecting, analyzing, and summarizing testing data, recognizing problems, and making recommendations to the supervisor. 2) Ensuring confidentiality of sensitive medical information that testing may generate. 3) Providing expert testimony to judicial and administrative proceedings pertaining to urinalysis; documentation, collection, storage and shipment. 4) Performing duties utilizing office automation software to produce documents and functions related to the program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge of the Air Force Material Command policies and directives governing both the military and civilian drug urinalysis program, and ability to plan and conduct an adequate program in support of the Drug Urinalysis Program. 2: Knowledge of all administrative requirements, policies, and procedures relating to Drug Urinalysis Program, and ability to properly and timely accomplish and maintain required records. 3: Knowledge of automated data systems and desktop computers; skill of a qualified typist (40 WPM) is required. 4: Skill and ability to express ideas and concepts in a clear and understandable manner. 5: Skill and ability to professionally conduct training and inspections to evaluate and uphold program. 6: Skill and ability to provide assistance and coverage in any other Drug Demand Reduction area and/or need. 7: Ability to communicate effectively both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
