This position implements, monitors, evaluates and coordinates Chinle Service Unit Quality Assessment Performance Improvement Plan and policies and procedures. Coordinates all aspects of performance improvement, quality improvement, quality assurance, education, coaching, mentorship and all related opportunities for improvements. This position is location within the Quality Management Division, Chinle Service Unit, Chinle, Arizona.

Duties

Assesss the quality of care to assure that the services are effective and in compliance with hospital, organization, and the accreditation standards of practice, further the accreditation organization Conditions of Participation (CoP). Identifies areas of operations that are not in compliance and recommends appropriate methods of techniques to correct deficiencies. Coordinates with all hospital disciplines on changes in policies and practices when changes will affect internal hospital operations Collects and submits data in compliance with accreditation organizations to the respective reporting agencies on their established timelines. Participates with supervisors and members of the Executive Leadership Team in formulating performance improvement program for the Service Unit. Completed any required or mandatory paperwork and reports dealings with other agencies in regard to corrective action issues and improvement plans. Assists with risk assessment that include data collection such as conduct interviews, extensive literature research, identify best practices for comparative analysis and identify procedural gaps that lead to real or potential problems for service units operation of patient care delivery. Represents service unit at any meetings concerning Quality Management issues. Conducts or participates with other department heads in the orientation of employees concerning the Performance Improvement, Quality Improvement, and Quality Assurance program utilized by the service unit. Develops formal program for ongoing education for the hospital staff.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Assessing the quality of care of patients, identifying areas of operation that are not in compliance, recommending methods or techniques to correct deficiencies; Collecting and submitting data, participating in the development of policies and procedures; Providing training sessions for supervisors and hospital staff to meet established objectives; Presenting performance improvement activities and administrative reports to the Quality Management Director, Quality Management Division, Executive Leadership and Navajo Area Leadership; Facilitating and coordinating patient safety initiatives; Representing service unit at meetings concerning Quality Management issues; Providing education on risk management topics. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
