This is a developmental position with known promotion potential to the target position of Cartographic Technician, GS-1371-11. Incumbent will apply comprehensive, intensive, and practical knowledge and skill in the mapping and related sciences, and relevant mathematics and statistics to plan, design , research, develop , construct, evaluate, and modify mapping, GIS and charting systems, products and techniques. Duties

Utilizes comprehensive and practical cartographic (map making), GIS and surveying knowledge to plan, procure, and collect hard and digital materials to facilitate the development of AFRC GIS capabilities Utilizes extensive CADD/GIS, Database, and Programming skills in the development and practical application of new, and management of existing GIS themes, coverages, and capabilities Develops and monitors the production of geospatial data to support the enterprise GIS and hardcopy map generation Utilizes relevant cartographic and GIS knowledge to manage the operation integrity of a standardized automated GIS production system. Operates and maintains standard GIS hardware, software and print reproduction equipment Performs surveying

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. SPECIALIZED EXPERIENCE FOR GS-10: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills; Knowledge of the principles, concepts, and theories of a Cartographic Technician, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management; Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes experience in cartography or in a related field such as photogrammetry or geodesy, where the work required similar knowledge and skills; Comprehensive practical knowledge of geospatial sciences concepts, principles and practices including cartography, GIS, remote sensing, and data visualization, and their applications to facilities and resource management of military installations; Ability to apply new developments an experienced judgment to the resolution of novel or obscure problems; to modify and extend existing techniques; develop new approaches for the analysis of recurring cartographic problems; and develop policy and guidance for use by other employees; Intensive practical knowledge of digital geospatial, CADD/GIS and derivative processes and products including data production, management, archives maintenance processing, applications and the associate standards; Knowledge of Relational Database Management Systems (RDBMS) principles and practices including SQL and relational database interface; Knowledge of Windows operation systems and commonly used office software; Extensive knowledge and experience with various Commercial off the Shelf (COTS) CADD/GIS applications such as Autodesk MAP, AutoCAD and ArcGIS; In-depth knowledge and experience with surveying standards, procedures, and techniques; Knowledge of standard practices and techniques used in engineering/architectural drafting and the development of site plans, topographic surveys, maps, and facility management plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-10: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work, and consult effectively with co-workers. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AFRC Geographic Information Systems (GIS) and GeoBase Program as a whole. Thorough knowledge of Cartographic techniques and procedures used in electronic and hardcopy map production to support AFRC's GeoBase Program. Ability to apply standard mathematical and statistical concepts to the development of GIS imagery, themes and coverages. Ability to modify standard practices and adapt equipment or techniques to solve a variety of cartographic problems. 2. Thorough knowledge of CADD/GIS applications software including Autodesk MAP, AutoCAD, and ArcGIS. Knowledge of macro programming languages as used in the development of automated CADD/GIS applications. Skill in working with complex teams of technical experts and computer end users and the ability to communicate both orally and in writing. Ability to deal tactfully, cooperatively, and diplomatically with others. 3. Knowledge of database management principles and practices. Extensive knowledge of Autodesk MAP, AutoCAD and ArcGIS with skill in designing, organizing, and managing diverse digital databases as related to GIS. Experience with SQL, and one or more Relational Database Systems such as MS SQL, Oracle, and MS Access. 4. Extensive practical knowledge of theories, principles, practices, and application of GIS and GPS technology. Ability to relate GIS technology to professional disciplines such as Community Planning, Engineering, Cartography, Geography, and Natural Resource Sciences. 5. Ability to apply knowledge of current automated information systems and practices to aid development of enterprise GIS. Ability to apply systems analysis and design methodologies. Technical knowledge of surveying methods, equipment, and techniques in the measurement or determination of distances, elevations, areas, angles, land boundaries and other features of the earth's surface. 6. Skill in maintaining and operating scanners, digitizers, plotters and reproduction machines. Ability to make mathematical computations using standardized tables and formulas. Skill in sufficiently planning, estimating, scheduling, and expediting the production of a variety of maps and visual aids involving both manual and automated production operations and support services. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. Education

Duties/Summary For GS-10: Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion.

Duties/Summary For GS-11: The primary purpose of this position is to serve as the principle Cartographic and Geographic Information Systems (GIS) Technician for the development, management, and maintenance of the Grissom Air Reserve Base (GARB) GeoBase Program in support of the Air Force Reserve Command (AFRC) Civil Engineering (CE) Geographic information Systems (GIS), aka GeoBase, Program.
