About the Position: Serves as primary mail clerk and courier of the Leader Development & Education, Combined Arms Center, Fort Leavenworth, KS. Ensures maximum security of the Federal Mail within the purview of responsible area. NOTE: Personnel are provided protective clothing and equipment.

Duties

As a Mail Clerk (Motor Vehicle Operator), you will perform the following the duties which is not an all-inclusive list; Receives, sorts, routes and distributes incoming official mail based on knowledge of prescribed distribution schemes and U.S. Postal and DOD regulations. Receives, records and delivers U.S. Postal accountable mail (e.g. certified, registered, and insured) and commercially delivered mail in accordance with postal and DOD procedures for accountable mail. Driving on daily basis to pick up and deliver mail, including classified up to Secret, to the U.S. Post Office, installation mail distribution center, throughout the post and on public roads, for long and short hauls. Loads and unloads cargo requiring frequent handling of object weighing up to 70 pounds. Perform seasonal manual labor in multiple types of environments. Incumbent will be required to assist in snow removal and clearing icy sidewalks as deemed necessary. Snow removal will normally be accomplished using a variety of snow removal equipment (shovels, hand carts, snow blowers, and all terrain vehicles with blade attachments).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a secret security clearance.
  • Incumbent must maintain a valid driver’s license.
  • This position requires a pre-employment physical and an annual physical exam after appointment.

Specialized Experience: One year of specialized experience which includes experience receiving and consolidating mail, distributing incoming and outgoing mail by determining correct recipient location, AND performing clerical duties related to mail handling to include sorting, or counting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailCustomer ServicePhysical Strength and Agility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-4). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
