This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. 1. General Description of Assigned Duties
The Facility Program Manager (Procurement) is a licensed pharmacist responsible for providing leadership, direction, coordination, clinical guidance, organization, planning and implementation of pharmaceutical procurement for the Roseburg VA Health Care System
(RVAHCS). The incumbent works independently under the Chief of Pharmacy and keeps them apprised of trends/problems associated with their assigned areas. The primary responsibility of the position is to assume responsibility for the administration and operations of procurement for RVAHCS, pharmacoeconomic oversight and clinical pharmacy guidance to procurement. The incumbent works closely with procurement technicians, providing training, education and clinical guidance and works closely with clinical subject matter experts. Coordinates workflow and communicates effectively with other sections and supervisors within and outside of pharmacy service with issues related to procurement.
2. Functions or Scope of Assigned Duties
a. Pharmacy Procurement Management:
i. Ensures drug procurement complies with VA National policies, VA contracts and National, VISN and local formularies.
ii. Employs effective purchasing procedures to maximize use of budget allocations.
iii. Monitors and regularly reports on status of pharmacy expenditures identifying significant changes, including data and information on specific drugs, therapeutic classes, supplies, etc., that have contributed to the change.
iv. Maintains the knowledge and competency to appropriately carry out all purchase card duties.
v. Serves as the primary pharmacy recall coordinator by developing and implementing action plans to manage drug recalls.
vi. Develops and implements action plans in response to drug shortages and backorders.
vii. Coordinates purchases of pharmacy items, including specialty drugs, Prime Vendor, open market, supply items, etc.
viii. Possesses extensive knowledge of pharmaceutical prime vendor, IFCAP/GIP and alternative procurement sources.
ix. Serves as a primary liaison with the pharmaceutical prime vendor, Supply Chain Management, VISN procurement group and pharmaceutical representatives.
x. Conducts monthly audits, prepares bills of collection, ensures payment is received and provides all support for the sharing agreement.
xi. Coordinates pharmacy implementation of facility, VISN 20 and National Cost Avoidance Initiatives in a timely manner.
xii. Responsible for the oversight and tracking of all cost saving initiatives including but not limited to conversions, drug shortages, etc.
xiii. Responsible for the oversight and tracking of all requests for non-formulary medications throughout the facility in coordination with the PADR (Prior Authorization Drug Request) Pharmacist and clinical specialist in the disease state being treated.
xiv. Design and develop tools and mechanisms to document the outcome(s) and value associated with clinical pharmacy interventions and pharmacoeconomic activities.
b. Program Management/Analysis:
i. Maximize utilization of funds related to procurement; vigorously supports management by furnishing data and/or reports of recurring and non-recurring nature.
ii. Continually reviews, updates and improves inventory management systems and reporting. Verifies drug accountability and oversees the return of products for destruction/credits.
iii. Produces and analyzes all reports pertaining to drug procurements, drug expenditures, drug use and drug accountability.
iv. Serves as lead of Pharmacy procurement workgroups/huddles and as indicated, actively participates in other procurement related committees, subcommittees, or workgroups at the local and possibly at the VISN or National level.
v. Develops and establishes policies and procedures as needed for the pharmacy procurement program.
vi. Actively participates in drug file maintenance or review/entry of new drug file requests.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates.
GS-13 (a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. (b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the KSAs identified in subparagraph 3b(3)(b)1 above.
a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
b. Expert understanding of regulatory and quality standards for their program area.
c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Preferred Experience: 2-4 years VA Pharmacy experience, knowledge of Oracle-Cerner EHR
