The position is located at Eastern Oklahoma Veterans Affairs Healthcare System facility in Tulsa, OK, Logistics Serice. Incumbent's responsibility is to perform duties in mailroom that include mail duties and all duplicating/reproduction equipment operations for the facility. Submits reports to management, coordinates work flow, and provides needed training to ensure successful daily work center operations as stated below.
Duties
Mail Unit Functions:
Receives all facility mail from external sources; separates facility internal mail for redistribution within facility, outlying buildings, and affiliated outpatient clinics
Receipting and handling of hazardous and/or perishable materials, urgent and sensitive documents
Special messenger delivers; maintain publications control and suspense for distribution and delivery of official Veterans' Administration (VA) and Veterans' Health Administration (VHA) publications to appropriate offices
Opens and reviews unaddressed mail and determines recipient; assesses mail to determine necessity control and/or date stamping;
Reviews official publications to determine proper routing; assesses urgency and sensitivity of incoming Federal Express Mail, Priority Mail, overnight deliveries, hazardous and perishable materials for proper handling and delivery; assesses all incoming mail for potentially harmful or dangerous situations
Assesses outgoing mail for proper and complete addressing, proper labeling, pro;er packaging, proper class of mail, application of special services, and/or use of alernate carrier
Processes label for VA Form 2008 Burial Flags
Assesses requests for expedited or special mail services
Prepares outgoing mail for processing
Generates daily, weekly, and monthly workload reports; completes VA Form 10-20945 Mail Activity Report
Replenishes postage meter (s)
Provides one-on-one education to facility employees including clerical, technical, secretarial, Service Chief, and clinicians on acceptability of mail pieces, classes of mail, special mail services and proper addressing and packaging
Duplication/Reproduction:
Responsible for the operation of the Central Reproduction Unit as well as the operation and maintenance of all assigned equipment
Responsible for reviewing all reproduction requests; evaluates copies to be reproduced; determines most cost-effective method for duplication; evaluates finished product; meets deadlines on all projects
Maintains reproduction log and provides weekly productivity statistics
Performs routine maintenance and cleaning; determines when a service call is needed
Maintains reproduction supply inventory
Cross-trains back-up personnel; trains and supervises volunteers, work-study students, and incentive therapy patients
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
General Experience: You must have 1 year of general experience which may include but not limited to: Progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duities of the position; OR,
Education: You must have successfully completed 2 years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite; OR,
Combination of Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-05 and below. To be eligible for this, determine the total qualifying experience as a percentage of the experience required for the level; then determine the education as a percentage of the education required for the grade; add the 2 percentages. The total percentage must equal at least 100 percent to qualify for the grade level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Demands and Work Environment: The work involves extended periods of standing and waling, lifting up to 60 pounds, bending, stooping, and pushing carts. Many need to utilize a pallet jack to move palletized copy paper and bulk mail. The position requires good eyesight, and prolonged sitting in order to process calls or perform administrative tasks. Since calls of varying difficulty and received at a rapid pace the tempo of pressure creates unusual demands on the operator. The position requires the operation of a van on the facility grounds and a motor vehicle to provide messenger service off facility grounds
Work area is well lighted and heated, however, the incumbent is continually exposed to discomforts such as limited space, various odors and dirt from solvents and chemicals used to perform job assignments. Precaution for safety must be fully exercixed by the incumbent at all times. We also drive vans to receive and distribute mail from all three campuses.
