This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. The PM&R Pain Management Nurse Practitioner (NP) will support Facility Pain POC/Clinical Leads in the coordination of pain management, opioid safety, and the prescription drug monitoring program (PDMP)-related initiatives, and implementation of VHA and the Joint Commission standards. The NP will work in close collaboration with the VISN PMOP Coordinator, Facility Pain POC/Clinical Lead, Facility Primary Care (PACT) Pain Champion, Academic Detailing pharmacists, Facility Pain Management Team (PMT) members and other facility stakeholders to ensure implementation of pain management initiatives in compliance with national policy, clinical practice guidelines, and regulatory requirements.
Major duties and responsibilities include, but are not limited to:
Acts to promote health and protect against disease within the constraints of the Nurse Practitioner Act, The Standards of Practice for the Primary Health Care Nurse Practitioner, and the approved clinical privileges of the provider under the guidance of the Chief of Physical Medicine and Rehabilitation or their designee.
Leads and organizes delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning.
Utilizes advanced clinical knowledge/judgment to promote staff involvement in planning, decision-making, and evaluating outcomes.
Functions as an expert in clinical practice and chronic pain care.
Systematically evaluates current practice, and formulating outcomes for groups of patients and/or organizational processes within an area of expertise.
Guides, develops, and supports staff from a leadership perspective
Uses professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities.
Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education: A post-master's certificate or master's or doctoral degree as a Nurse Practitioner.
Education Accreditation Requirement: Nursing education must be from a school of professional nursing accredited by an approved VA accreditation organization. See the "education" section of this announcement for more details on accreditation.
Foreign Education: Graduates of foreign schools of professional nursing programs, the nurse practitioner degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent Nurse Practitioner masters or doctorate level degrees who possess current, full, active and unrestricted registration and certification (see paragraph 2c) will meet the requirement of graduation from an approved school of professional nursing to warrant appointment.
Licensure and Certification. The following licensure and certification requirements are considered conditions of employment.
License: All APNs (NPs) must possess and maintain an active, current, full and unrestricted APN license to practice as a NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Board Certification: All APNs (NPs) must maintain full and current board certification in an area of clinical specialty from one of the following:
The American Nurses Credentialing Center (ANCC);
The American Academy of Nurse Practitioners Certification Board (AANPCB); or
Other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared.
Grandfathering Provision. All persons employed in the Veterans Health Administration (VHA) in this occupational series and APN (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, please view VA Handbook 5005.

Education
Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant:
- The Accreditation Commission for Education in Nursing (ACEN), 3343 Peachtree Road NE, Suite 850, Atlanta, GA 30326. The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post-master's certificate, baccalaureate, associate and diploma nursing education programs. (NOTE: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013 ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or
- The Commission on Collegiate Nursing Education (CCNE), 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level.
- In rare instances, graduates of nursing education programs recognized by the Department of Education as an accredited Postsecondary Institution or Program at the time of graduation may be considered.
