This position is located in National Parks of Eastern North Carolina, in the Facility Management Division.

Duties
Operates/oversees the operation of the Facility Management Software System (FMSS) including, but not limited to, facility asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle.
Supports Park management in complying with core responsibilities Real Property Asset Management, Departmental Asset Management Plan, and Federal Real Property Asset Management.
Uses standardized guidelines to determine the condition of all assets, including annual and comprehensive assessments, life-cycle assessments, and daily work findings.
Prepares and presents reports to management from FMSS databases for operational, fiscal, and planning purposes.
Provides support and guidance on all practical and technical aspects of FMSS database software used to track facility management functions.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-06/03/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Working with construction practices and standards as they relate to the repair, rehabilitation, and construction of buildings, roads, grounds, and other facility assets; preparing an array of short-term routine and long-term work orders and other requests; implementing practices related to the facility maintenance budgeting process; managing projects using the Project Management Information System (PMIS) or a related automated system; providing technical support for all activities associated with asset management; entering quality data to assets and other associated records; preparing audit and other essential reports; maintaining organized electronic and paper records; participating in the formulation of long-range strategies for facility management. Your resume must include hours per week worked for your previous job experience, or you will be found not qualified.

EDUCATION: Successful completion of at least 2 full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree; or LL.B. or J.D., if related to the position. You must include transcripts if qualifying based on education. Official transcripts will be required, if selected.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours (or equivalent if the program does not use semester hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include your transcripts in your application package and official transcripts will be required if you are selected.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
