Duties

You will exercise ethical and responsible stewardship of all financial, human, information, time, and material resources. You will manage the development and implementation of the Facilities Division’s annual and quarterly budget, planning, and execution reports. You will develop and/or assist in the development (to include creating DD-1391’s), budgeting, and execution of the Military Construction (MILCON) Program, Studies, and policies for NSWG-8. You will ensure that current future MILCONs are incorporated into Base Master Plans, Capital Improvement Plans (CIPs), Shore Facility Planning Systems (SFPS), and Facility Planning Documents (FPDs). You will develops and/or assist in justifying, developing, executing, and budgeting for complex projects that range in scope from service work requests to Special Projects for repair, construction, and maintenance. You will maintain files/databases (hardcopy and electronic), prepares/presents briefs, coordinates stakeholder meetings, and ensures compliance with the Anti- Deficiency Act and any other applicable policies, laws, and regulations. You will prepare and assist in preparation of Scopes of Work to submit to contracting agencies to properly contract for NEPA documents. You will review and comment on environmental planning documentation. You will Track the preparation of all Real Estate actions and report to the NSWC Real Estate Program Manager on a quarterly basis or as required.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to possess and maintain a U.S. Passport.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing comprehensive knowledge and experience in management of facilities including of a wide range of community planning concepts, principles, techniques, and practices as applied to planning and programming cycles AND applying physical design techniques from architecture, real estate, and civil engineering in studying existing and proposed environments, and/or in translating community planning objectives into design programs. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses:

1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. All academic degrees and coursework must be from accredited institutions.
