You will serve as a FREIGHT RATE SPECIALIST in the NAVAL AIR TERMINAL, TRANSPORTATION SUPPORT DIVISION of NAVAL AIR TERMINAL.

Duties

You will classify materials according to proper freight rate terminology. You will analyze applicable regulations to negotiate special rates and services for special shipments to unique destinations. You will confirm freight tonnage is accurate and is distributed among qualified carriers for the economical movement of freight.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • The incumbent may be required to complete the Hazardous Materials Preparer Course.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Determining the classification, routing, consignment, rate structure, and cost estimate of shipments according to priority, DOD, cost savings, and security factors; 2) Ensuring most effective use of carriers, tenders, and standard route orders; 3) Producing notifications of assigned carriers as to equipment requirement, protection of shipments from weather, or special precautions against damage; 4) Arranging for special equipment such as cranes and intermodal shipments when needed for loading/unloading; 5) Determining most efficient and economical rates and routes for the movement of freight. There will be long periods of time sitting while writing and using the microcomputer or the telephone. WORK ENVIRONMENT: Work is preformed primarily in an office setting however, a moderate amount of trips to freight terminal floor, outside grid locations, and other offices of the air terminal complex are required. Incumbent may be exposed to all types of weather conditions. Some travel is required in order to meet training requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
