You will serve as a CONTRACTING OFFICER REPRESENTATIVE in the PACIFIC MISSILE RANGE FACILITY, OPERATIONS and MAINTENANCE CONTRACT of PACIFIC MISSILE RANGE FACILITY. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary.

Duties

You will coordinate and work with range program managers, range systems owners, and command staff in an effective, efficient and timely manner providing technical clarification. You will interpret contract provisions and resolve problems that have arisen with proposed solutions along with appropriate advice and guidance. You will monitor, review, and determine whether the contractor's performance is in compliance with terms and conditions of the contract specifications and with contractual requirements. You will develop contract modifications and supporting documents for assuring all requirements are in scopes of work, performance work statements and contract data requirements lists. You will provide range personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract. You will attend routinely scheduled meetings with contractor and Pacific Missile Range Facility management to discuss contractor and government issues and concerns.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector: coordinating contractual work, monitoring contractor performance and providing management of systems acquisition to ensure contracted services comply with regulations, policy and mission requirements.
