This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a solicitation to recruit and appoint qualified candidates to positions in the competitive service. The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13.
Duties
Serve at a logistics management specialist with responsibility for participation in the development and integration of logistics applications to improve the effectiveness of the Army logistics process.
Analyze, interpret and evaluate the Department of Defense, army and MACOM logistics policies, procedures, and other regulatory guidance.
Apply knowledge of current Army and Joint warfighter doctrine, concepts, structure, and capabilities as well as emerging logistics-related science and technology to determine methods for improving Army logistics readiness.
Ensure that actions are accomplished within the scope of the contract, within prescribed timeframes, and within budgetary requirements.
Develop creditable and timely input to current and POM years of budget requirements for resource management of projects.
Responsibility includes identifying problems to be solved or improvements to be made and defining the overall approach for resolution.
Maintain liaison and participated with DoD, HQDA staff, Army MACOMs, other services/agencies, and industry.
Stay abreast of the latest developments in logistics concepts, programs, policy, and doctrine, including lessons learned from recent and on-going military operations.
Participate in agency/ODSC, G4 committees, teams, and task forces responsible for improving the effectiveness of the Army logistics process.
Improve command control and logistics decision making at all levels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Foundational in the Acquisition Career Field Life Cycle Logistics within 36 months of entrance on duty.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
- This is a testing designated position. Personnel is required to sign DA Form 5019-R.

To qualify based on your experience, your resume must describe at least one year of experience at NH-02 (GS-11) which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties; 1) interpreting reliability and logistics criteria; 2) determining methods, instrumentation, and resources required to support testing; 3) participating in project(s) related to test and/or evaluation activities; 4) conducting criteria compliance, engineering analysis, and reporting of observer and instrumentation data; and, 5) developing and/or evaluating requirements or tools for data collection, reduction, analysis, and visualization concepts.
This definition of specialized experience is typical of work performed at the next lower grade level/equivalent to the NH-02 or GS-11 grade level in the Federal Service.
