The primary purpose of this position is overall management of the maintenance and operations of campus-wide facilities, utilities, boiler plant and grounds. The Salt Lake City Health Care System (HCS) is a large entity, encompassing 30 buildings totaling approximately 1.2 million gross square feet and more than 80 acres at the main campus, plus the operations of nine outpatient clinics, located in Utah. This position supervises a large and diverse staff.

Duties

Duties include but are not limited too: Provides first line supervision of the Operations, Maintenance, Grounds, and USRO Supervisors. Compliance and quality management oversight for all Engineering M&O programs, ensuring compliance with all codes, standards, and VA requirements, as well as Joint Commission and State of Utah requirements. Manages the fund control point expenditures that support all M&O efforts, ensuring that expenditures are justified and appropriately disbursed. Assigned Contracting Officer Representative (COR) duties related to multiple Engineering service contracts and provides functional oversight of all M&O service and emergency repair contracts assigned to other COR's. Plans, develops, and manages contracts with vendors for short term repairs and long-term maintenance service contracts. Manages a robust and effective training program for continued and recurring training of staff. Provides oversight and management of the Critical Utility Inventory program, ensuring required maintenance of all Joint Commission and VA identified utility systems is performed and documented. Develops and maintains programs utilized to evaluate manpower support, financial support, and operational expenditure requirements associated with facility maintenance and operations. Establishes deadlines, priorities, work sequences, and plans work assignments based on available resources, critical priorities, and established policies. Redirects workers and resources to accomplish unanticipated and emergency work as needed. Evaluates and documents work performance of subordinates. Sets performance standards and completes formal and informal performance appraisals. Discusses performance requirements with subordinate personnel and explains new or revised requirements. Promotes and administers a variety of management programs for the work centers supervised, such as safety, cost reduction, incentive awards, suggestions, and quality assurance. Counsels employees on problems, addresses formal and informal complaints through discussion with employee, next level of supervision, and union representatives. Recommends appropriate corrective action on conduct or performance issues, and initiates proposals for disciplinary action when appropriate. Physical Requirements/Working Conditions: Will require spending approximately three to four hours daily walking and standing, with approximately three to four hours daily doing desk-type work. There is minimal lifting required.
