This position is located in the Projects section of the Engineering & Facilities Management Service (E&FMS). Incumbent is the Foreman of the Construction team. The various trades under the Supervisor consist of: maintenance mechanics, painters, sheet metal mechanics, painters, sheet metal mechanics, pipefitters/plumbers, a/c mechanics, electricians, insulators/asbestos workers. He/she may also be responsible for skilled laborer, carpenters, mason/bricklayers, etc., on an as needed basis.

Duties

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: Incumbent is responsible for accomplishment of the work assignments within the schedule established by the E&FMS Projects Chief. The incumbent accomplishes his tasks with little or no supervision. Work assignments are by planned projects and oral instructions. The incumbent is responsible for reviewing plans and schedules developed by the engineering design team, contractor submittals, inspection of contracted work and worksites, and review of new equipment and materials submitted by vendors. Incumbent determines from shop drawings and blueprints the types and quality of material required for construction and initiates purchase requests for the project. He/she plans immediate and long range work distribution and diverts employees and materials to accomplish emergency tasks. The incumbent makes work assignments and explains to subordinates the work to be accomplished, sequence, priority, and interpretation of specifications. He/she writes safety and job status reports and ensures that all applicable safety measures and being observed. Incumbent schedules and coordinates vital utility and medical gas shutdowns and is responsible for informing all affected services within the facility and outside agencies. Incumbent carries out quality control inspections to make certain the highest excellence of work is being performed. Plans the use of workers, equipment, facilities, materials and tools on a week-to week or month-to-month basis. Establishes deadlines, priorities, work sequences and plans work assignments based on general work schedules, methods and policies set by superiors. Coordinates work with supporting or related work units controlled by other supervisors. Assigns work and provides technical direction to workers. Investigates work-related problems such as excessive costs or low productivity, determines causes and recommends or takes corrective actions, within their authority, to resolve work problems. Recommends solutions to staffing problems, engineering requirements and work operations directed by other supervisors. Supports and explains management programs to subordinates. Sets performance standards and makes formal appraisals of subordinate work performance. Determines training needs of subordinates and arranges for its accomplishment. Plans for and establishes leave schedules of unit to ensure proper completion of mission. Initiates disciplinary actions, changes in standards, and recommendations for promotion or reassignment of subordinates. Advises and counsels workers on how to improve performance and explains new work techniques. Investigates grievances and complaints, resolves them informally and notifies superiors of those of a serious nature. Assures safety and housekeeping practices are observed. Maintains work reports and records and provides data to responsible personnel. Physical Requirements: The work requires office type duties, walking, standing, crawling, kneeling, bending and climbing. The work also requires occasional lifting of parts and materials in excess of 45 pounds. Works is performed inside and outside (heat, cold, under and outside of buildings); installations, inspections and repairs are made under dirty, noisy and odorous producing conditions. He/she is frequently exposed to the danger of strains, cuts, bruises, burns and infections. Incumbent must be physically able to wear full faced respirator and may be required to enter asbestos containment areas.
