This position assumes the supervisory and administrative responsibility for the management of the assigned social workers who function within various programs in the VA Loma Linda Healthcare System (VALLHCS). As the supervisor duties include: planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing Social Work staff of the assigned programs.

Duties for this position may include but are not limited to:
Responsible for professional and clinical oversight of Social Workers in the VA Loma Linda Healthcare System, stationed at the Ambulatory Care Center in Redlands, CA
Responsible for a clinical case load 45-50% of time, which may include providing case management, care coordination, and group visits.
Participates with other social work supervisors and the Social Work Executive/Chief as part of the leadership team of the Social Work Section.
Program planning and development within the hospital and the various units. The unit programs are usually developed as part of an interdisciplinary collaborative effort including nursing, psychology and medical or surgical program chiefs.
Responsible for evaluation of performance of staff supervised including promotion, reassignment, recognition awards and disciplinary measures as appropriate.
Performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Observes workers' performance; demonstrates and conducts work performance critiques, provides informal feedback and periodically evaluates employee performance.
Resolve informal complaints and grievances and develops work improvement plans, recommending personnel actions as necessary.
Provides advice and counsel to workers related to work and administrative matters and effects disciplinary measures as appropriate to the authority delegated in this area.
Reviews and approves or disapproves leave requests and assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Qualifications
BASIC REQUIREMENTS:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Physical Requirements: Duties are performed both in the office and community settings which involve every day risks and discomforts. They require some physical effort such as sitting, standing, driving, walking, bending, typing, and carrying of light items such as papers, files, books, or reports that do not require special physical demands. The work requires typical safety precautions associated with working in the community and mental health care settings, such as, patient physical or verbal interactions, driving a Fleet vehicle, working with office equipment, and avoiding real or potential accidents. The work may also require occasional travel to local area satellite facilities and/or out of town/state for required/suggested training, conferences or meetings.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Supervisory Social Worker, GS-13
Experience/Education. One (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to delegate authority, manage priorities, coordinate work, and follow-up on pending issues to complete duties in an accurate and timely fashion.
Ability to analyze organizational and operational problems, develop, and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
Ability to provide staff training and development.

Preferred Experience:
A minimum of three (3) years professional experience in program administration, supervision of staff, performance improvement, and the delivery of mental health services.
