This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Public Works, White Sands Missile Range, New Mexico
Duties
Demonstrate proper work methods and provide instructions to Crane Operators and Engineering Equipment Operators.
As a working leader, work along others setting the pace
Perform the full range of duties associated with crane and engineering equipment operations
Operate various types of engineering equipment such as, boom cranes, scrapers, rollers of all types, motor graders, forklifts, bucket trucks, dozers, backhoes, ten-ton tractors, wreckers, and excavators.
Conduct an organized training program.
Provide required classroom and hands-on instruction and certification/licensing for engineering equipment and crane operations for equipment that is
indigenous to White Sands Missile Range (WSMR).
Provide instruction/licensing to WSMR employees.
Conduct training within formal, organized programs such as the Army Technical Bulletin 600-2, Procedures For Selection, Training, Testing, Qualifying And Licensing Operators of Construction and Material Handling Equipment.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heavy Construction Equipment Leader (License Examiner) ~ without more than normal supervision. Ability to lead three or more workers or provided first level supervision to accomplish crane or engineering equipment operator trade work or I provided training in the nonsupervisory work of crane or engineering equipment operator trade work. Ability to organize tools and give verbal work order to employees. Ability to work along side other employees and set the pace demonstrating proper work methods. Ability to check work in progress and upon completion of proper work sequences, procedures, methods and meeting deadlines. Ability to perform initial, in-process and final inspection of equipment. Experience safely operating heavy engineering equipment such as graders, dozers, dump trucks, tractor-trailer combinations, compaction road rollers, excavators, a variety of smaller motor vehicles, etc. Operated and maneuvered heavy engineering equipment in confined locations, around people, on rough roads and in all types of weather conditions. Installed and operated a variety of attachments. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Leader duties require continuous physical activity and muscular efforts is required in operating numerous levers and brakes. Makes continual control changes or changes to the position of attachments. Physical exertion is moderate but requires walking, prolonged standing, bending, stooping, climbing, and crawling aboard cranes and engineering/ construction equipment.Instructing and examining is accomplished in the field, on mock-ups, equipment, and in the classroom.
WORKING CONDITIONS: The incumbent may be assigned to work in areas where certain potentially harmful physical and chemical agents may be present. The incumbent is exposed to industrial noises generated or caused by machinery and equipment, dust, fumes, and possible extreme changes in temperature from 0 to 100 plus degrees. Incumbent will be required to wear proper Personal Protective Equipment (PPE) while exposed to adverse environmental and hazardous working conditions. As part of the medical surveillance program, the incumbent will be required to take periodic medical examinations and will be subject to the Installation Random Drug Testing Program.
