This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Directorate of Public Works, Operations at White Sands Missile Range, New Mexico.

Duties

Perform inspections on installation facilities to determine the extent to which asbestos, lead paint, and other hazardous materials exist and the processes, procedures, techniques, and methods for removal or encapsulation Perform inspections and prepares inspection and deficiency reports for work specifications to identify the extent to which various types of asbestos exists, e.g., chrysotile, amosite, crocidolite, anthophyllite, and tremolite. Review plans, drawings, specifications, and cost estimates prepared by design engineers prior to determining the extent of asbestos presence from a construction standpoint, and to ensure abatement Ensure abatement and/or encapsulation requirements are incorporated with sufficient detail based on experience in dealing with similar type projects. Review and interpret written technical material, blueprints, job orders, specifications, procedures, sketches, and drawings to determine overall inspection needs and quality checkpoints. Set up facilities and industrial systems for asbestos removal by disabling electrical power heating, cooling, and ventilation systems to preclude contamination and fiber dispersal to other areas of a structure. Remove and clean ceiling mounted plumbing and electrical systems and other objects that interfere with asbestos abatement. Installs, maintains, repairs, and operates the Negative Air Filtration system (NAF). This process is accomplished through the use of High Efficiency Particulate Air (HEPA) filtration systems Remove asbestos coverings and materials from fundamental structures in a fashion that minimizes damage to the fundamental structure and/or system. Contains removed asbestos in appropriate storage/removal containers and removes to holding areas pending disposition. Plans the work and independently determines the materials, tools, and techniques needed for accomplishing painting projects

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires attendance and certification in various Environmental Protection Agency (EPA) certification courses, Asbestos Abatement Worker or Supervisor /Contractor certification.

  • These positions must be able to pass an Asbestos Physical administered by Occupational Health Clinic, possess a current medical health card for Respiratory Protection Program, have a current respirator fit test.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lead and Asbestos Abatement Mechanic ~ without more than normal supervision. Ability to perform thepotentially hazardous conditions related to the control of asbestos fibers as defined by Occupation Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA); perform common maintenance and repair. Ability to use construction tools. Knowledge in waste identification techniques and safe processing and packaging procedures - Failure to meet this Screen out Element will result in an ineligible rating.. PHYSICAL EFFORT: The work requires frequent climbing, reaching, bending, stooping, pushing, pulling, kneeling, stretching, and walking. Some of the work is performed from ladders and scaffolds, which require overhead work in stretched, cramped, or awkward positions and frequent climbing. Arm movement is considerable when nailing, scraping, removing, repairing, or replacing encapsulating materials. There is frequent lifting and carrying of items that weigh 50-100 pounds. WORKING CONDITIONS: The work is usually performed inside under well-lighted conditions or outside during good weather conditions. Workers may occasionally be exposed to relatively low and high temperatures extremes, dust, dirt, grease, moisture, and cramped quarters. Work exposes the worker to floor surfaces that are wet and slippery. Subject to falls, cuts, burns, bruises, broken bones, and other serious injury. The removal and installation of insulating materials frequently create airborne particles, which require the wearing of respirators, and protective clothing and equipment, which may be restrictive and uncomfortable. Subject to emergency callback work after normal duty hours and scheduled overtime requirements, which are compensated for by premium pay.
