About the Position: Position is located with Public Health - West, Office of the Commander, Fort Sam Houston, Texas.

Duties

Responsible for planning, implementing, administering, inspecting and evaluating the safety and occupational health program for all public health command facilities within the region. Independently schedules and conducts surveys/inspections; conducts safety training; provides safety oversight of public health command operations; investigates accidents; and manages accident regulatory recordkeeping responsibilities. Ensures safe practices, and recommends corrective actions. Determines the extent to which mechanical, physical and biologic conditions comply with required or accepted standards, their adherence to established safety policies and procedures and the effectiveness of the assigned program. Develops and implements training for personnel on inspections for hazard recognition, accident investigation, accident reporting, fire prevention, hazard communication, warehouse, and laboratory safety. Investigates fatalities and serious accidents and prepare a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements from witnesses, and autopsy and pathology reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Position requires employee to work under adverse environmental conditions.
  • Within 12 months of hire, must complete the Career Program 12 level 1 skills outlined in the job series master training plan.
  • Successful completion of a pre-employment medical examination is required.
  • Temporary duty travel up to 25%.
  • Immunization screening is required.

Specialized Experience: One year of specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes independently scheduling and conducting surveys/inspections; Investigating fatalities and serious accidents; and providing technical safety and occupational health guidance on training, facility design, contractor monitoring, risk assessments and other safety issues to commanders, top-management, staff and operating officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Accident InvestigationAdministration and ManagementCommunicationsTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
