Serves as the Deputy Program Manager in the Logistics Division, you will be responsible for policies, procedures, schedules, resources, and budgeting for the division. You will manage the Export Control Services team responsible for review of technical material, foreign national access, and export of hardware and software; and manage property programs, transportation programs, and receiving and delivery of shipments.

Duties

Responsible for providing logistics services for Johnson space Center (JSC) including property management, property surveillance and export control. Interface with Enterprise-wide personnel and lead teams of logistics and other support personnel to troubleshoot issues and to develop and implement solutions. Provide budget development, staffing requirements and technical oversight to logistics contractors. Define technical work requirements and milestones; evaluate the organization and employee accomplishments by accepting or rejecting work products; and present and defend organization and employees' work to senior management. Oversee the Export Services Team establishing export compliance policies and guidelines, implement NASA's Export Control Program and manage the JSC Export Control Program. Coordinate export issues and actions with a variety of personnel. Manage transportation programs, including coordination and implementation of the movement of property and personnel. Define requirements for preservation, packaging, packing, marking, handling, transportation, and related data and documentation pertaining to all NASA-procured software and hardware items. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Overseeing and ensuring the planning, coordination, or evaluation of logistics related actions to support a project, mission or other designated program; Leading a team of employees and contractors interacting with a wide variety of personnel such as managers, other centers, and Enterprise level staff; Serving as a certified Contracting Officer Representative (COR) and managing contracts, reporting, and supporting strategic planning and operational activities.
