The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Cargo Scheduling and Capability Forecasting operations of the assigned section and attendant services.

Duties

Plans, organizes, and directs the activities of 60 APS/TROOL, ensuring that Load Planning and Capability Forecasting complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents 60 APS/TROOL with a variety of installation and functional area organizations. Reviews daily flying schedules for forecasted missions with special interest on routings and capability forecast worksheets depicting space blocks of high priority cargo/passengers. Serves as Capability Forecaster. Manages and supervises the coordination of traffic requirements and handling of inbound and outbound aircraft to include military, commercial and distinguished visitors.

• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

• The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
• Must obtain Explosive Handler qualifications within 6 months of assignment. Must recertify as an Explosive Handler IAW published guidelines and instructions.
• Must obtain qualifications and remain current as a certified aircraft Load Planner/Inspector for numerous types of military aircraft within one year.
• Employee must be able to communicate effectively in English, both orally and in writing.
• Must be able to obtain and maintain a Secret Security Clearance.
• This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

(cont'd) The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Must be able to pass a flight line test. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Technical and Medical Support Positions, Cargo Scheduling Series, 2144. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that involved scheduling the movement of cargo into or through one or more freight terminals in the appropriate amounts in order to balance the flow with the terminals' capacity to accommodate the freight and the carriers' capacity to transport the cargo. In addition to meeting the individual occupational requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of hazardous and/or explosive cargo movement procedures and compatibility, and skill in planning and safely executing air cargo loading, including Aerial Port Expeditor and load team chief duties. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Ability to communicate effectively, both orally and in writing. Skill in load planning various types and sizes of cargo that can be transported by military and commercial aircraft. Ability to operate computer systems, to include, but not limited to GDSS, GATES, ICODES, and Microsoft Office. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
