About the Position: Works as a Phlebotomy technician for the main laboratory at Kenner Army Health Clinic. Hours of work are 0700am - 1600 pm. May be required to work (M-F, 0600-1500) at the Troop Medical Clinics as mission requirements dictate. The applicant can expect to conduct on average 30-50 blood collections from a variety of beneficiaries (active duty, retired, family members, contractors, and civilian personnel) ranging in ages infant to geriatric.

Duties
Uses judgment in selection of phlebotomy site based upon the patient's condition, age group, and typed of test to be performed.
Conveys to the patient the intention of performing a phlebotomy while showing understanding and empathy.
Conducts accessioning and scheduling patients and in providing instructions for testing.
Trains employees (laboratory, nursing staff and medical laboratory technician students) on venipuncture, capillary puncture, bleeding times, etc.
Processes specimens into batches.
Records specimen information and test data into the Laboratory Information Management System (LIMS).
Maintains adequate stockage of supplies for the Bleeding room.
Clearly labels specimens after drawing.
Labels specimens to indicate exposure to infectious agents.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Childcare National Agency Check with Inquiries (CNACI) is required.
- This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
- This position has been designated as a Testing Designated Position and is subject to a pre-employment screening and random testing thereafter.
- This position requires the completion of a pre-employment Physical Examination.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the employee to wear a uniform, scrubs, or other appropriate medical professional attire while on duty.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. A candidate selected to this position will be required to sign a statement consenting to annual seasonal influenza vaccination.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
- Must be able to obtain and maintain Basic Life Support (BLS) Training and Certifications from the American Heart Association and the American Red Cross within 6 months of hire.

Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes scheduling patients for various types of testing; Performs specimen collection and processing; properly labels and processes all types of specimens; knowledge of possible adverse effects and reactions patients may have during specimen retrieval.

Education: Successful completion of a full four-year course of study leading to a bachelor's degree with a major study or at least 24 semester hours in subjects directly related to the position, such as, Clinical Laboratory Sciences, Medical Microbiology, Phlebotomy Theory/Lab, (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
