You will serve as a Management and Program Analyst in the Business Directorate of SUPERVISOR OF SHIPBUILDING BATH.

Duties

You will serve as the Government Commercial Purchase Card (GCPC) Program Manager. You will coordinate and monitor all command disputed purchases and delinquent invoices. You will brief senior management on issues, problems, propose solutions to problems and program accomplishments. You will analyze and recommend areas requiring improvement and develop recommendations for improvements to the GCPC program, You will analyze programs/projects and make recommendations to improve supply management and logistics support throughout SUPSHIP Bath. You will analyze and make recommendations to improve command procurement efectiveness. You will analyze statistical trends to determine program effectiveness and projected requirements. You will develop policy and guidance for the SUPSHIP Bathe GCPC program; Simplified Acquisition Program (SAP); and Commercial Procurement Program. You will provide management oversight of procurement support functions, processes and organizations. You will provide analysis, oversight and technical guidance for GCPC program procurement, contract administration, credit card policies, obligation of funds, accounting, bill paying, liquidation, disputes with Bankcard system.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower pay grade GS-11 or pay band, in the federal service or equivalent experience in the private or public analyzing policy to recommend improvements or ensuring compliance for the government purchase card program (GCPC).
