Duties

WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions The following are the duties of this position at the full working level. Analyzes proposed and recently passed complex legislative actions as well as regulations issued by Treasury and other agencies to recommend, develop, and devise strategies to implement policies and procedures for the IRS. Integrates new Federal and Department of Treasury developments and best practices into ongoing programs and new initiatives. Establishes internal management controls for the Office of Procurement to ensure regulatory compliance for all contracting professionals within the IRS, those in the Office of Treasury Procurement Services, and those in the BEP IT Acquisition Branch. Utilizes and recommends the use of re-engineering principles, where appropriate, to improve procurement operations and customer service nationally. Develops a range of alternatives for the solution of procurement policy problems on which even top national experts disagree and interest groups have strongly held views. Responsible for the development of procurement training regarding new or recently-enacted acquisition policies for all levels of IRS contracting professionals, front-line management, and senior management personnel at National Headquarters and all area procurement offices. Serves as an expert advisor to top-level management on acquisitions for complex IT and non-IT equipment, supplies, and services, which have a significant impact on the effectiveness and timeliness of the entire tax system nationwide. Utilizes the full range of project management skills in the accomplishment of work and in overseeing the work of senior contracting professionals accomplishing their work. Advises on program plans and priorities that are fundamentally significant in establishing, meeting, and in evaluating the IRS' mission objectives and program goals. Advises on acquisition strategies for the continuation or abandonment of specific services. Responds to technical inquiries regarding Federal procurement regulations and procedures. As needed, requests changes or exceptions to the Department of Treasury and Federal Acquisition Regulations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement OR time of referral: BASIC REQUIREMENT : You must have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: SPECIALIZED EXPERIENCE (SENIOR MANAGER) IR-04: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. AND COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
