This position is located with the Bureau of Indian Affairs (BIA), Southwest Region, Zuni Agency, in Zuni, New Mexico. The incumbent maintains the official relationship between the Federal Government and the Zuni Tribe providing programs and services in a trust capacity. NOTE: THE PAY FLEXIBILITIES OF A RECRUITMENT INCENTIVE, RELOCATION INCENTIVE, OR STUDENT LOAN REPAYMENT MAY BE AUTHORIZED PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL.

Duties

Responsible for serving as the line official in charge of the daily operations and special projects of the BIA. Works with the Southwest Regional Office in the development of current and long range plans necessary for executing and coordinating the various program responsibilities from the BIA to the Zuni Tribe. Determines the kind, scope, and anticipates results or benefits of programs and services to be provided by the BIA as based on knowledge and understanding of tribal goals, priorities, and needs. Meets with the Tribal Leader as well as respective tribal council/boards/committees and periodically special meetings, affecting a close working relationship conducive to attaining objectives. Develops policies, rules, and procedures to carry-out bureau operations; organizes work into manageable units and allocates resources-funds, staff, facilities, equipment and materials. Provides technical and administrative assistance to improve the governmental, social, and economic well-being of the tribe and/or individual Indians. Negotiates joint ventures and finds solutions to complex problems between the Tribe and Federal Agencies, State Government, and private enterprise. Evaluates need for establishment of new and/or abolishment of obsolete programs and acts to implement the findings. Coordinates monitoring of grants and contracts under Public Law 93-638, as amended, the Indian Self Determination and Education Assistance Act, and ensures contractor and grantee adherence to Federal guidance and directives. Directs the accomplishment work of subordinates from Federal Indian Trust and Indian Services programs. Evaluates and controls actions taken and recommendations submitted by subordinate employees to assure compliance with technical, managerial, and administrative requirements. Resolves grievances, maintains discipline, identifies training requirements, and makes selection for key positions.

  • Incumbent will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301). GS-13: Qualifying is one year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service. This experience must include the following: applying decision-making authority in the oversight of the organization, mission, and objectives to carry out Indian trust and Indian services management and administrative functions through a variety of multiple programs and services in a trust capacity; supervise, monitor and regulate employees in their performance of assigned or delegated tasks, and interpersonal skills. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust program responsibilities was not performed, will not be qualifying. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
