This position is that of Marketing Specialist for Commander Navy Region Northwest (CNRNW) Community Programs Quality of Life Support Office (QOLSO). This position is assigned to one or more installations and supports all Community Programs including Sheltering, Community Services (MWR & FFSC), and Food Services serving the Puget Sound Fleet Concentration areas and a seven-state region. This position will be located at NAval Air Station Whidbey Island in Oak Harbor, Washington.
Duties
The incumbent is under the direct supervision of the Regional Marketing Director for the QOLSO, and is responsible for performing non-supervisory marketing and promotional assistance. The position is responsible for developing marketing plans and strategies, and developing comprehensive informational materials that inform appropriate audiences and targeted groups of the regional and/or installation-specific programs, services, and activities. Responsibilities include planning, executing and evaluating the effectiveness of communications programs. Acts as liaison between the assigned naval installations and the regional QOLSO. Provides guidance to management in these areas.
MAJOR DUTIES AND RESPONSIBILITIES
Develops professional marketing and promotional plans for regional Community Programs on-going and one-time programs and/or events. Uses established real-world marketing practices to initiate and complete plans. Plans may be written individually or in cooperation with other marketing or program staff. Make presentations of marketing and/or promotion plans to groups or individuals, possibly up to and including Program Managers and Navy Senior Leadership. Develops and "sells" creative promotional options for programs. In partnership with programmer, determines target market. Establishes and meets deadlines in conjunctions with marketing plans.
Establishes and maintains regularly scheduled, continuous liaison with managers and key personnel to gather information on programs, services and/or events for authorized patrons. Learns business principles of and helps define the particular marketing needs for each facility or program.
Conducts and coordinates marketing analysis, data gathering and tabulation by using a variety of survey tools (e.g., Pulse Point, MIS/POS information, customer suggestions/comment cards, paper surveys, phone interviews, focus groups, town meetings, etc). Conducts special project research as directed. Prepares material at the department level for the purpose of determining customer needs and desires. Interprets research findings, summarizes, makes recommendations and presents to a variety of audiences.
Utilizes marketing tools to publicize and encourage patronage/use of programs and facilities. This is accomplished through strategic deployment of advertising campaigns that may include, but are not limited to: email, websites, presentations, speeches, publications, official message traffic, banners, printed materials, and other promotional means. Develops effective distribution plans and ensures posted information (print or electronic) remains current and timely.
Conducts installation level (and at times regional) public relations activities including using publicity information or interviews to write detailed press releases, feature articles, web advertisements or stories, photo captions, and other public relations media. Builds and maintains positive relations with internal (PAO) and external media. Takes photos as appropriate to accompany public relations materials or for future advertising use. Submits regularly scheduled articles and event information to base paper and other appropriate media.
Handles administrative duties including researching and ordering approved equipment, supplies and promotional materials, provides input for annual budget, tracks credit card purchases (if applicable), ensures policies and procedures are followed. Tracks supply inventories and maintains security of office, supplies and equipment. Writes and proofreads correspondence, memos and email. Responds personally and promptly to email and phone messages. Maintains files and records as required including photo libraries and media archives.
Maintains and updates annual installation level Community Programs event/program calendar.
As directed, may assist the Commercial Sponsorship Coordinator in gathering event information, writing solicitation materials or event fact sheets, and after action summaries.
May develop or direct setup of exhibits and/or displays for a variety of events or programs. May coordinate photo enlargements, display materials, etc. Staffs displays on direction of regional marketing director.
As directed, may collaborate with appropriate personnel to arrange video production services. Disseminates MWR or FFSC provided videos and/or CD's to widest audience and at appropriate events.
Assists in coordination of open houses/grand openings for new or existing programs and facilities by selecting decorations, offering advice on themes, promotional specialties, and providing advertising for event.
Represents the installation level and/or regional Community Programs Department at a variety of meetings held by military affiliated personnel and civilian representatives, i.e., ombudsmen, department, spouses, Chambers of Commerce meetings, information fairs, etc.
Other related duties as assigned.
Requirements

Qualifications
The incumbent must have a bachelor's degree in marketing, communications, public relations or a related field and a minimum of one year's work experience in marketing (or related field). Must demonstrate knowledge of all phases of marketing and communications, including knowledge of principles, methods, practices, trends and techniques. In lieu of a bachelor's degree, the incumbent must have three years experience in the marketing field or related area.
Incumbent must have excellent writing skills, strong oral communications skills, and problem solving, creative negotiation and sales skills. Must possess skill in gathering and organizing information. Must possess a proven ability to analyze business needs and develop marketing plans and recommendations in a fast paced environment. Must be able to handle multiple projects within deadline. Skill in using PC and various software programs. Should possess solid organizational skills and detail oriented.
