The Contract Specialist position is located at the Pawnee Indian Health Center in Pawnee, OK. The incumbent is responsible for the acquisition processes of purchasing supplies, equipment, materials, and services required for the operations of the Pawnee Indian Health Center. Incumbent reports to the Chief Operating Officer of the Pawnee Indian Health Center.

Duties
Adheres to acquisitions laws, regulations, and policies, perform complex procurement transactions utilizing federal acquisition procedures and an automated procurement system to create contract awards.
Assists program with development of source selection plan for complex requirements taking into consideration socio-economic programs.
Prepares solicitation documents, evaluate quotes/proposals by applying price and/or cost analysis techniques to complex procurements.
Independently performs all contract administration functions.
Negotiates and prepares various types of contract modifications.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC EDUCATION REQUIREMENT(S) GS-05 THROUGH GS-12:
A 4-year course of study leading to a bachelor's degree with a major in any field; OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
EXCEPTION: Employees in GS-1102 positions will be considered to have met the education requirement for positions they occupy on January 1, 2000, and will be considered to meet the basic education requirement for other GS-1102 positions up to and including those classified at GS-12. This includes positions in other agencies and promotions up through grade 12. However, all employees must meet the specialized experience requirements when seeking another position.
In addition to the basic education requirement or "Exception" thereto stated above, applicants must also meet the education and/or experience stated below.
GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector. Examples include preparing and reviewing solicitations, contract pre-award and post-award; evaluating quotes, bids, or proposals received; issues and/or formalizes on a timely basis contracts, change orders, supplemental agreements and blanket purchase agreements.
OR
Completed master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.B. or J.D., if related.
OR
Combination of the specialized experience and education described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector. Examples include reviewing for completeness requests submitted for the acquisition of services, supplies, and equipment; determines the appropriate contracting method, contract type, negotiating authority; evaluates quotes, bids or proposals received; determines the ability of contractors to meet the contract requirements; provides guidance and technical assistance in acquisition planning, contracting methodology, negotiation strategy and contract interpretation to junior staff.
OR
3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Combination of the specialized experience and education described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
SELECTIVE PLACEMENT FACTOR: Thisposition requires a Federal Acquisition Certification in Contracting (FAC-C) certified at either the legacy FAC-C Level I or the new single-level FAC-C (Professional). (Attach copy of certification and most recent Defense Acquisition University (DAU) transcript for verification).
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
