Duties
This Supervisory Ombudsman Specialist position is located in the Traveler Engagement Branch, Office of Civil Rights and Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
The incumbent serves as the Director of the Ombudsman Division and is responsible for formulating and executing a budget that may include facilitation or coaching contracts, etc. as well as performing as the agency's neutral practitioner for issues brought by individuals or groups in TSA's workforce.
Incumbent is the lead advocate for promoting and increasing awareness of Ombudsman services across the agency and establishes the goals and objectives for outreach throughout the year.
Oversees case tracking system which documents contacts for the purposes of trend analysis, data gathering, research and case resolution.
Establishes overall office objectives based on available resources and works with employees to develop deadlines and projects.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV- K (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Experience with TSA programs, policies and operations, pertaining to and sensitivity to the balance between management requirements and employee rights; AND
Implementing dispute resolution tools and techniques such as mediation, facilitation, conflict coaching, and providing options of resolution to involved parties as neutral third party; AND
Collaborates with staff, supervisors/managers, leadership, and other supporting resource programs to informally resolve complex and sensitive workplace conflicts using the principles, practices, and procedures; AND
Identifying and providing options to address systemic issues affecting organizations to include cross-functional groups throughout the agency in support of conflict resolution and the overall organizational health.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
