Salary: $163 964 - 191 900 per year

This position is located in the Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), the Office of the Senior Procurement Executive (OSPE). The OSPE is responsible for the management and direction of DOL's acquisition system and mission; providing effective, ethical, and prudent business advice; and robust acquisition policies and services This position is outside the bargaining unit.

Duties

The incumbent will serve as Deputy Senior Procurement Executive which supports all functions directed by the Senior Procurement Executive (SPE), is accountable to the SPE, and is responsible for the overall operations of OSPE. Duties will consist of, but is not limited to the following: Manages, directs, and supervises critical segments of an agency's Acquisition System and is responsible for the full range of acquisition policies, small business, and suspension and debarment activities for the Department. Manages major and often complex departmental programs, government-wide and OMB initiatives, long-range planning, scheduling, and problem-solving abilities based upon a solid foundation of federal acquisition. Assists in developing strategic plans, responses to Congressional and OMB inquiries, GAO and OIG audits and interviews. Assists in the establishment of department-wide policy and procedures, long-range plans, execution strategies, and evaluates each of the programs. Formulates and implements program plans, policies, and guidelines that support the OSPE collective training goals and objectives on contracting policy and procedures, market research, and preparation of acquisition and contracting documentation. Interprets policies, defines objectives and makes authoritative decisions which establish precedents or resolve department-wide technical and procedural problems. Develops and establishes positions on key issues of importance when negotiating regulatory and statutory authorities or justifying division strategies and operations to achieve compliance with established policies, regulations and requirements. Exercises unlimited Contracting Officers signatory authority within warrant authority for all applicable awards, settlements, contract administration actions, purchase orders, and other related correspondence. Leads an organization and/or program by managing change, solving problems and making decisions, managing politics and influencing others, taking risk and being innovative. Establishes performance goals and assess progress toward achievement. Ensures OSPE's acquisition related documents are prepared in accordance with applicable regulations. Represents the organization in small business, suspension and debarment, and contractual matters with other Department and Federal agencies and in negotiations with private industry. Shares information from meetings with DOL Leadership in presentations with DOL Leadership, senior managers and OSPE staff. Coordinates communication with other offices within and outside of OASAM and with the Assistant Secretary's office.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not already been met.
  • Requires a supervisory probationary period if the requirement has not already been met.
  • Must hold a Federal Acquisition in Contracting Certification (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) certification. Failure to maintain this certification may be grounds for dismissal.
  • Subject to financial disclosure requirements.

Qualifications

You must meet the Basic Education Requirement AND the Specialized Experience to qualify for the Contract Specialist position, as described below. Basic Education Requirement: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. SPECIALIZED EXPERIENCE: In addition to the basic requirement, to qualify for this position you must have at least one year of specialized experience equivalent to the GS-14 which is the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience are: -Providing leadership and direction in the areas of procurement planning, contract negotiating, awarding and coordinating procurement actions; -Planning, organizing, directing and managing procurement of supplies and services of various size, and complexity through all phases of the acquisition process; -Performing research, analysis and problem solving on complex and department-wide issues, including acquisition, small business, and suspension and debarment and making recommendations to executive management based on the analysis; -Representing executives on department-wide concerns before senior officials and external leadership; -Developing training documentation and conducting training.; -Providing prudent business advice and robust acquisition policies and services; -Developing/adhering to operational procedures to ensure compliance with established policies and regulations.
