This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. Pay is set for this position within the Pay Lane salary range consistent with the qualifications and education of the selectee and the expected contribution for the position. Salary range includes the salary for both locations being advertised.

Duties

Serve as Senior Project Officer and supervisory program management engineer and technical advisor for various ACAT I, II and/or III programs. Use interdisciplinary skills, program management knowledge and abilities to integrate systems engineering, system integration and product development and fielding activities. Evaluate government matrix and contractor capabilities in executing project activities, regularly making technical decisions without consultation with supervisor or Project Manager (PM). Provide authoritative technical advice, guidance, and direction to engineers and technical specialists on all engineering aspects of the assigned development/production effort. Perform the full range of administrative and technical supervisory duties. Assign work to subordinates based on priorities, evaluation, and gives advice, counsel and/or instruction to subordinates on both work and administrative matters. Represent the PM at meetings, conferences, and program reviews, with the authority to commit the PM to a specific course of action in assigned areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectee must be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Advanced certification in career field "Program Management" within 48 months of entrance on duty.
  • Must file a confidential Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position requires a 3-year tenure agreement. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in this position for at least three years.
  • One year supervisory probationary period may be required.
  • One year probationary period may be required.
  • Business travel is required up to 25% of the time.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Assisting in monitoring aspects of an ACAT I, II or III electronic warfare program to include product development and testing of various engineering systems.; 2) Performing professional engineering work on weapon systems and acquisition programs, including development and production of electronic warfare and sensor systems; 3) Leading a staff of technical personnel in the performance of work to include quality assurance of tested products and sustainment efforts. Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement. BASIC EDUCATION REQUIREMENT (Engineering 0801 Series): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You MUST submit a copy of your transcripts. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. NOTE: You MUST submit a copy of your registration and/or license. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. NOTE: You MUST submit a copy of your transcripts. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE: You MUST submit a copy of your transcripts. NOTE: You must provide a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision.
