This position is located, Natural Resources Conservation Service (NRCS), Area State Office as assigned. The primary purpose of the position is to perform area administrative support functions pertaining to correspondence management, budget, purchasing, human resources, timekeeping, travel, in support of the area.

Duties

Schedule meetings, prepare agendas and make arrangements for meeting facilities. Receive and review incoming correspondence; review outgoing correspondence for conformance with general policy, proper grammar spelling, factual validity, typographical accuracy, and necessary attachments. Establish, organize, and maintain a filing system of official material and records. Assist with Area Office programs and duties such as personal property, budget, payments, and mailroom services by gathering, reviewing, and routing documents to the appropriate duty section. Responsible for the review and submission of travel vouchers and authorizations and related claims; provides guidance and training on travel regulations, forms and systems per agency policies and procedures. Assists in preparing the area's operating budget for the fiscal year and ensures compliance with agency and state budget requirements. As purchase card holder, purchases supplies, equipment, and services within delegated authority using mandatory or open market sources, ensuring proper and timely documentation and reconciling. Serves as the area's timekeeper in reviewing and verifying time and attendance; provides training and guidance for the timekeeping systems and leave regulations per agency policies and procedures. Assists in preparing personnel action requests (SF-52s) and associated documentation for submission; ensures that all required documentation is submitted with the initial request.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-07 grade level for consideration for the GS-08 grade level). Qualifications: To qualify, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent. Applicants must meet the minimum qualifications requirement in order to be considered: Specialized Experience for GS-08:To qualify for the GS-08 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience are defined as: receiving telephone calls and visitors to the office; making purchases for supplies, equipment, and services within delegated authority, reviews and submits travel vouchers; experience attending meetings, making presentations, recording and distributing meeting minutes, experience utilizing various computer applications such as Microsoft Office programs. Specialized Experience for GS-09:To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-08 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience are defined as: receiving telephone calls and visitors to the office; making purchases for supplies, equipment, and services within delegated authority, reviewing and submitting travel vouchers; presenting statistical information involving programs and related activities; assisting in the preparation of financial reports; maintaining a program for budgetary planning; experience utilizing various computer applications such as Microsoft Office programs.
