Duties
SUMMARY: The purpose of this position is to Serve as Air Combat Command's focal point for formal operations training development regarding the 505 Training Squadron (TRS) and 705 TRS curricula. Provide joint and multi-national warfighters with world-class education and training on Air Force Forces (AFFOR) and Command and Control (C2) organizations along with the processes and systems used to employ air and space forces at the operational level of war.
DUTIES:
Plans, organizes, and directs the activities of the OTD Team curriculum development and revision ensuring that 505 TRS and 705 TRS comply with legal and regulatory requirements and meets customer and student needs.
Exercises supervisory personnel management responsibilities.
Represents 505 TRS and 705 TRS at a variety of installation and functional area organizations.
Plans, coordinates and designs in-residence and non-residence instruction for the 505 TRS and 705 TRS.
Measures the effectiveness and efficiency of in-residence and non-residence instructional programs for 505 TRS and 705 TRS.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product development, OR (5) Computers in education and training.
Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. NOTE: You must submit a copy of your transcripts.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: professional knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate AF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency. Knowledge of organizational procedures as they pertain to implementation, sustainment, modification, resourcing, and training system production management principles, concepts, and policies to include training resources management responsibilities of budget, manpower and programming, and tracking of course production. Knowledge of safety, security, personnel management, and Equal Employment Opportunity regulations, practices, and procedures. Knowledge of civilian personnel management to work issues with the agency human resources organizations and union(s) and develop the civilian workforce by mentoring employees in the Instructional Systems and related Training Instruction series.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of academic processes and procedures used to develop, assess, execute, evaluate and revise in-residence non-residence curricula to maintain the highest academic standards consistent with civilian universities and intermediate/senior military service schools.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, analyze, evaluate, organize, and direct staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge of the application of recognized Instructional Systems Development (ISD) models for curriculum development and evaluation purposes.
Knowledge of the principles and techniques required to evaluate instructional programs and ability to apply proper statistical procedures to evaluate the effectiveness and efficiency of these technologies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
