You will serve as a Accountant (FIAR) Financial Improvement and Audit Readiness in the Comptroller's office of COMNAVSURFPAC.

Duties

You will provide guidance to and coordinating the efforts of audit readiness personnel in ensuring compliance with the DON FIAR plan and Navy business process standards. You will provide support to the other branches of the comptroller's office. You will support financial statement assertions with distinct documents as outline in the Navy (FIAR) Financial Improvement and Audit Readiness validation checklist. Providing independent accounting advice related to audit readiness to the comptroller, coordinating with higher headquarters to implement business process changes. You will analyze budgetary and proprietary account balances and reconciling them to trial balance or financial statement account balances. You will respond to questions and audit reports and/ or findings from the Naval Audit Service, the General Accountability Office (GAO), and DoD/DON inspector general auditors. You will recommend corrective actions to achieve an unqualified audit opinion. You will work with DON FIAR team and auditors on an ongoing basis. You will attend DON (FIAR) Financial Improvement and Audit Readiness conferences involving accounting, and auditing matters.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • I am willing and able to work onboard ships.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Accountant performing financial improvement by analyzing budgetary requirements for compliance and audit readiness. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
or
  1. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
