The position serves as a Management Analyst in the Office of the Director. Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments

Duties

Major Duties: The Management Analyst serves as a member of the Director's Staff for the Department of Veterans Affairs, St. Petersburg Regional Office. The employee is an active participant in all aspects of station management and primary responsibilities encompass duties include but are not limited to develop recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components, recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments. They will develop recommendations for improvements in administrative operations and to promote efficiency and cost savings. Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures. The Management Analyst will establish study methods and techniques to be utilized in substantive program studies and audits and interprets findings resulting from studies that are independently developed.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must provide a copy of your most recent SF-50 that indicates proof of status (career, career-conditional, or excepted service), time in grade requirements have been met, and identifies your position title, series, grade, step, salary, tenure, and type of service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate possession of time in grade requirements. In this instance, you must also submit your most recent Promotion or Within Grade Increase SF-50, or a Promotion or Within Grade Increase SF-50 that indicates the highest grade/step previously held. DO NOT submit Award SF-50s and/or General Adjustment SF-50s as they cannot be used to verify time in grade. You may qualify based on your experience and/or education as described below: Specialized Experience: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as minimal knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; and basic experience conducting detailed analyses of complex issues, organizational principles, project management, researching, working knowledge of Facebook and Twitter and creating and writing news releases and articles; a basic information exchange in various methods and styles such as writing, presenting and utilizing various social networking media, software and technological platforms. OR, Combination GS-9: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-9 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Your transcript must be submitted with your application if you are basing all or part of your qualifications on education. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as broad knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; and intermediate experience conducting detailed analyses of complex issues, broad understanding of organizational principles and project management, researching, working knowledge of Facebook and Twitter and creating and writing news releases and articles; understanding of information exchange methods such as writing, presenting and utilizing various social medial networking platforms. OR, Combination: GS-11 Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. Specialized experience is defined as comprehensive knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; extensive experience conducting detailed analyses of complex issues, mastery of organizational principles and project management, researching, working knowledge of Facebook and Twitter and creating and writing news releases and articles; expert skills information in editing, creating and utilizing various software, technological and social media networking platforms. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education

Education GS-9: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. Note: Transcripts Required.

Education GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: Transcripts Required.
