About the Position: Incumbent will have overall responsibility for the maintenance and preparation of Financial Statements, and control systems pertaining to the various accounting entities.
This position will be located in Vicksburg, MS and will allow for situational telework only. This position is NOT eligible for full-time telework.
Duties
Coordinate with budget analysts and program analysts with financial matters.
Provides program and district managers with accurate and timely financial information.
Analyze information, notes trends, and/or recommend corrective action to ensure accomplishment of functions.
Make decisions of a non-recurring nature concerning coordination and action requirements.
Review TDY voucher requests for compliance with statutory and regulations.
Responsible for the preparation, analysis, and review of accounting data in CEFMS to ensure accuracy and propriety of accounts.
Implements standard operating procedures and reports, and modifies existing procedures as determined to be necessary for reports, accounting instructions for HQUSACE and other work situations which may develop.

- You may be expected to travel 10% for this position.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.

Minimum Qualifications GS-07:
Specialized Experience: One year of specialized experience which includes 1) preparing financial statements, and 2) utilizing accounting principles to review financial obligations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position in a related field(s) of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Minimum Qualifications GS-09:
Specialized Experience: One year of specialized experience which includes: 1) Utilizing accounting principles, concepts and methods to manage financial expenditures; and 2) Providing professional accounting analysis and/or advice to a financial institution and/or accounting firm. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, accounting finance, or public administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Minimum Qualifications GS-11:
Specialized Experience: One year of specialized experience which includes 1) Utilizing Generally Accepted Accounting Principles (GAAP) to provide professional accounting services and/or advice; 2) Tracking, analyzing, and/or reporting on financial activities; 3) Monitoring internal accounting controls and/or systems for accuracy; and 4) Preparing accounting and/or financial statements and/or reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, accounting, finance , or public administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
