This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 1 & 2, Program Assistance Division, located in Green Tree, PA.
Duties
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
You will exercise a broad range of supervisory responsibilities over entry-level (GS-6 through GS-7/9), journeyman (GS-12), and senior (GS-13) staff and Branch supervisors GS-14) who are responsible for: OSM's Applicant Violator System; grants administration; state program amendments; as well as property management, facilities management, motor vehicle management and mail/supplies.
You will implement OSMRE policy, criteria, guidelines, and procedures related to the development, review, approval, and monitoring of grants, cooperative agreements, and state program amendments.
You will control the prioritization and distribution of the Division's workload according to staff availability.
You will be responsible for the Division's budget, planning needs, monitoring expenditures, and prepare justifications for budget requests.
You will be the management sponsor for focus areas in the Regions 1 & 2 strategic plan ensuring resources are allocated appropriately and goals of the plan are met.
Driver's License: You will be required to operate a government motor vehicle as part of your official duties. You must be able to obtain and maintain a valid state issued driver's license.
Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450.
The Office of Surface Mining Reclamation and Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
(2) Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
Experience providing management and direction over a variety of professional, technical, or administrative fields;
Experience developing, implementing, and simultaneously monitoring multiple studies, reviews and investigations involving on-the-ground implementation of policy, legislation, regulations, and guidelines associated with agencies statutories requirements.
Experience resolving employee grievances, counseling, and disciplining staff members. Must meet all.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level.
