This position is a Park Ranger (Urban Refuge), GS- 0025-11/12 working in New Orleans, LA for the R4-Bayou Sauvage Urban NWR.
Duties
The major duties listed represent the grade level of GS-12. At lower grade level, you will perform assignments of a more limited scope and with less independence.
As a Park Ranger (Urban Refuge) your duties will include but are not limited to the following:
The incumbent develops and coordinates the urban youth engagement and employment programs, both on and off-site and in close collaboration with partners in the New Orleans metropolitan area. In addition, the incumbent
recommends new and innovative programs that engage urban citizens with volunteer and education program opportunities on national wildlife refuges, fish hatcheries, and with urban partners conducting natural resource conservation activities off Service lands. Partnerships with the urban community are broad and diverse and consist of
traditional and non-traditional partners, such as: non-profit organizations, human dimensions professionals, universities, health and medical organizations, communities of faith, neighborhood organizations, and other community-based
leaders/organizations.
Develops, manages and maintains a high quality and balanced community engagement program, which engages community groups with wildlife activities, using stepping stones of engagement in a community setting, which ultimately
bring the visitor to the refuge to enjoy compatible wildlife-dependent recreation activities, as appropriate to the refuge, and the secondary uses and other programs that may support them.
Serves as the refuge community engagement program's primary media contact for urban programs, functioning as the refuge's public affairs expert for off-site programs and events, and coordinating activities through the project leader or
designee and External Affairs Office as appropriate. Works with the project leader or designee to develop contacts with area media outlets including print, radio, and television.
Identifies non-traditional stakeholders and encourages initial and on-going participation to coordinate and advance urban efforts to engage new audiences and visitors through traditional visitor services activities as well as innovative outreach
approaches.
Researches and develops specific outreach activities utilizing various media venues that stimulate broader public interest and awareness, with a focus on engaging urban youth, of the USFWS and its conservation mission. Builds appreciation
among all customers for the value of communications with and an understanding of the values held by urban constituents. Strives to include the views and values of under-represented groups.

In order to qualify for this position, you must possess the Minimum Qualification.
Minimum Qualification [GS-11]
One year of specialized experience equivalent to at least the GS-9 level in the Federal service that equipped you with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) Providing conservation and outdoor recreation strategies; 2) communicated with diverse general audiences on basic natural processes such as watersheds, invasive species, and wildlife habitat requirements; 3) collaborated with diverse urban partners that represent a variety of cultures, perspectives, and backgrounds such as with urban youth serving organizations, local city governments, and local conservation and recreation organizations; 4) conducting environmental education programs. NOTE: Your resume must contain sufficient detail at this level of work, e.g., begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. OR
Successfully completed 3 full academic years of progressively higher level graduate education or PH.D or equivalent doctoral degree in a field of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. NOTE: Transcripts required. OR
I have a combination of graduate level education and specialized experience, both as described above which, when computed as percentages of their respective requirements, total at least 100% of the qualifications required. Only graduate education in excess of the second full year may be used in this calculation. Minimum Qualification [GS-12]
One year of specialized experience equivalent to at least the GS-11 level in the Federal service that equipped you with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) adapting to programs specifically targeted to meet the needs of the urban community based on pertinent aspects of economics, sociology, and behavioral sciences to gather and interpret public interest in outdoor recreation to design and present programs, events, materials, and facilities to meet users' demands and interests; 2) providing conservation and outdoor recreation strategies; 3) communicating with diverse general audiences on basic natural processes such as watersheds, invasive species, wildlife habitat requirements, and on conservation methods/strategies in urban areas (i.e. blue/green infrastructure, coastline access for recreation, etc.); 4) applying consensus problem solving when collaborating with diverse communities and the general public in conducting wildlife and natural resources engagement programs and related activities such as engaging diverse audiences on recreating in the outdoors, ensuring safety for all in the outdoors, and provided assistance to local partners to develop robust cooperative agreement proposals; 5) collaborating with diverse urban partners that represent a variety of cultures, perspectives and backgrounds such as with urban youth serving organizations, local city governments, and local conservation and recreation organizations; 6) planning, administrating, and managing an outdoor recreation program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
