You will serve as a EQUIPMENT SPECIALIST in the Planning Section (Code 730.1), Crane Maintenance Division, Deputy Lifting and Handling Department, Lifting and Handling Department of NORFOLK NAVAL SHIPYARD.

Duties

You will provide technical assistance as required as part of the Quick Response Team for answering WHE trouble calls. You will act as liaison between Lifting and Handling Department divisions by preparing technical work documents and providing technical advice and field assistance to crane engineering for the most economical method to accomplish WHE tasks. You will identify and recommend the quantity of repair parts and tools necessary to support the job by establishing items in shop stores and other programs. You will prepare a bill of material for each job, providing stock and/or part numbers, unit costs and availability data on all standard stock materials. You will develop specifications for procurement of non-stock parts/materials and the preparation of Job Material List (JML) and associated material procurement documents complete with priority ratings and possible sources. You will plan and coordinate maintenance projects between various trades and codes to complete the maintenance cycles of all the different types of equipment in the division.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires that the selectee be willing and able to climb ladders and scaffolding.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing knowledge and familiarity with all aspect Weight Handling Equipment (WHE) components including equipment designated Special Purpose Service (SPS) Cranes. Experience applying technical evaluations, material planning, manufacturing, technical assistance, usage/and or disposal associated with the modification and repair of WHE. Experience researching and interpreting engineering plans, drawings, technical manuals, as well as examining equipment to determine technical information identifications and functions of components and repair parts to source material from the stock system. Experience determining based on cost, impact on production department work schedules, vendor capabilities, difficulty of manufactured and availability of materials, whether to manufacture or procure, through approved vendors, non-standard items. Experience making decisions and communicating technical work to various trades and codes verbally or electronically. Education

Successful completion of Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

or

Possession of LL.M., if related

or

A combination of experience and graduate education as described above that equates to one year of experience.
