This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Provide technical assistance to units using range facilities, including overseeing all activities for compliance with range and safety regulations/policies.
Perform maintenance on target systems and other devices to support range training.
Operate ranges using a computer control console to meet training requirements and provide scoring to units conducting training.
Use electrical diagnostic tools such as, multi-meters, voltmeters, watt meters and ohmmeters to verify the proper operation of electrical systems and identify malfunctions.
Inspect, service, adjust, install, replace, clean, troubleshoot and field tests target mechanisms and hit sensors to ensure proper operation.
Troubleshoot equipment to determine if cause of malfunction is electrical, electronic (signal), mechanical or hydraulic (hardware) and identify needed corrective action.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- Incumbent must pass pre-employment medical examination.
- Incumbent must possess and maintain a valid driver's license.
- Due to the nature of this position, employees are subject to work both planned and unscheduled irregular tours of duty to support 24/7 operations, which includes evenings, weekends and holidays.
- This is an Inclement Weather Essential position; you must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- Incumbent must obtain and maintain a valid military driver's license.
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
- Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) TARGET SYSTEMS EQUIPMENT WORKER~ without more than normal supervision. Such work includes demonstrated experience performing inspections of facilities and equipment according to standard procedures to identify malfunctions and defects requiring repair; operating various vehicles and equipment to repair operating sites; and using computer consoles to operate electrical or mechanical devices. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Make repairs and installations from ladders and in trenches, and where parts of the systems worked on are in hard-to-reach places. Stands, stoops, bends, kneels, climbs and works in tiring and uncomfortable positions. Frequently lifts, carries and sets up tools, equipment and parts that weigh up to 45 pounds, and occasionally items that weigh up to 100 pounds with assistance. Work requires climbing up and down a steep flight of stairs to reach the 40-foot control tower to perform maintenance.
WORKING CONDITIONS: Work primarily outside, in dirt, dust and mud. Sometimes required to make repairs and installations outside in windy or cold weather is occasionally exposed to possibility of electrical shock and burns. Required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations and SOPs. Exposed to dangers of live fire ranges, pyrotechnics, laser frequencies and explosives. May be exposed to sulfuric acid when handling batteries used in operating remote controlled target devices. Exposed to the possibility of abrasions, cuts, burns, and electrical shock. Gun Fire simulator requires charging compressed gasses (oxygen) and flammable gasses (propane).
