This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Foreman over the projects' Wage Grade workforce, exercising supervisory responsibility for control over work operations involving approximately 4-12 subordinate workers.
Duties
Plan weekly or monthly work schedules and sequence of operations for subordinates and submits schedule to supervisor for approval.
Establish deadlines and priorities on the basis of general work schedules and methods and policies established by higher levels of supervision.
Participate with supervisor in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projected work.
Recommend solutions to staffing problems, engineering requirements, and work operations directed by supervisor.
Participate in review and improvement of work methods, organizational features, and structuring of positions.
Meet and greet visitors, conduct tours by giving explanations about the operations of the project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the incumbent to obtain and maintain a USACE motorboat license.
- This position is required to wear the prescribed uniform as identified in regulation ER 1130-2-550, dated 15 NOV 1996.
- This position is subject to a pre-employment drug screening, and random testing thereafter.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic Supervisor ~ without more than normal supervision. I have experience performing and directing the performance of maintenance and repair duties on electrical and mechanical equipment, plumbing systems, and carpentry and welding projects in accordance with established trade standards. I have experience at the journeyman level in at least one of the following trades: electrical, mechanical, plumbing and/or carpentry. I have performed administrative duties associated with leadership and facility management such as establishing shop deadlines and priorities, maintaining production reports/records and assigning and evaluating work of staff. - Failure to meet this Screen out Element will result in an ineligible rating.
Works both inside and outside, in all types of weather as necessary, in heat and cold, and at times, in cramped and uncomfortable positions. Clothing becomes soiled quickly. May work around water, oil and grease, moving machinery, and on uneven or slippery surfaces. Works with electrical, automotive and engineering equipment. May be exposed to excessive noise, dust, silica, asbestos, fumes, smoke, gases, solvents, grease, oil, and electrical equipment. May be subject to injuries from cuts, bruises, falls or from heavy lifting. Safety hats, safety shoes, gloves, rain gear and life jackets are furnished to employees for normal activities. Respirators, face shields, eye goggles, and other equipment are provided for pesticide application, painting, welding, and other hazardous duties. May be exposed to poisonous reptiles, plants, or insects.
