Duties
The mission of the Directorate for Computer and Information Science and Engineering (CISE) is to enable the U.S. to uphold its leadership in computing, communications, and information science and engineering; promote understanding of the principles and uses of advanced computing, communications, and information systems in service to society; support advanced cyberinfrastructure that enables and accelerates discovery and innovation across all science and engineering disciplines; and contribute to universal, transparent, and affordable participation in an information-based society.
The Supervisory Data and Analytics Officer assists the CISE Assistant Director and Deputy Assistant Director in the formulation of the directorate's scientific goals and program planning through the use of raw data, data analytics, and evaluation procedures and tools. The incumbent prepares relevant analyses which provide a basis for major decisions in priority setting, directorate and program planning and internal management, and translating scientific decisions into effective budgetary and operational activities. The incumbent is current in data analytics capabilities, is cognizant of current and proposed initiatives impacting the CISE directorate and provides advice on the implications of such on the directorate's future programs, budgets, and the merit review process. Required to supervise two or more members of the data and analytics team.
The Supervisory Data and Analytics Officer is responsible for establishing and maintaining a directorate-wide data vision and strategy, as well as data governance, quality, architecture, and analytics - ensuring CISE maximizes the value of its data assets to fulfill its mission. The incumbent will:
Work closely with the CISE management team to manage the ever-growing data assets and needs and enable CISE to harness that data to support data-driven decision making and strategy setting as well as improve operational efficiency.
Supervise the Data and Analytics team.
Develop and implement an effective data governance structure in CISE with a focus on strategic data asset development and utilization.
Design a robust data architecture and leverage sound data infrastructure - enabling CISE to maximize opportunities for data analytics innovations while meeting NSF data compliance mandates in privacy and security.
Develop a comprehensive CISE data analytic strategic plan and build capabilities to help the directorate gain insight and perspective on CISE data, and support both tactical and strategic decision making.
Represent the directorate and Foundation with other NSF units, other appropriate agencies and organizations, the scientific community, and the public, accurately reflecting NSF policy and positions.
Maintain familiarity with current research developments.
Qualifications
Candidates must have a Ph.D. in a STEM or related field, plus after award of the Ph.D., six or more years of experience pertinent to the position; OR a master's degree in a STEM or related field, plus after award of the degree, eight or more years of experience pertinent to the position.
Advanced education in Data Analytics or a similar field is desirable but not required.
