Duties
- The employee will serve as a Supervisory Senior Management Advisor (SMA) and is responsible for independently providing a wide variety of administrative and financial services essential to the direction and operation of the Communications Technology Laboratory.
- This position will be responsible for developing, monitoring, and reporting on the solvency status for the Operating Unit (OU).
- The employee will routinely confer with, provide advice and consultation, and present to management on all aspects of administrative operations (with an emphasis on financial analysis and solvency).
- The administrative management duties include the monitoring of complex other agency agreements; oversees the OU bankcard program; procurement planning; initiation and execution of personnel actions; identifying and developing administrative procedural improvements.
- The employee will be expected to identify, effectively analyze, and resolve administrative problems and needs, and to independently initiate action for solution of day-to-day administrative problems.
- The employee will supervise a team of administrative staff and will work closely with the OU Executive Officer, OU Chief of Staff, and OU Division Chiefs to develop strategies and shape administrative procedures.
- The employee will represent the OU in various administrative forums and exchanges.

Qualifications
To qualify, applicants must possess 1 year (52 weeks) of specialized experience equivalent to at least the GS-13 grade level (ZA-III at NIST).
Specialized experience is defined as:
- experience administering budget and financial activities
- Experience with routine human resource activities
- Experience providing guidance and advice on other general administrative functions that include acquisition, travel, property, safety, security, bankcard, etc.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
