THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SOCIAL WORKER, Position Description Number PDT5012000 and is part of the Office of the State Surgeon, Wyoming Army National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required.

Duties

This position is located in the Joint Forces Headquarters (JFHQ), Wyoming Army National Guard's (WYARNG) Office of the State Surgeon. The primary purpose of this position is to facilitate preventive, remedial, and support services to optimize psychological health and readiness of National Guard (NG) military members and their families. As part of the Office of the State Surgeon, the incumbent exercises technical oversight of Behavioral Health (BH) programs and supports the development of an annual program strategy to determine priorities, gaps, needs, and means to achieve annual goals. Serves as a state liaison to the Army National Guard (ARNG) and Joint Surgeon BH programs; ensures timely and accurate state BH reporting and participates in the ARNG BH Working Group. Major duties focus on coordination and implementation of BH programs and processes encompassing: (1) outreach and education, (2) population health surveillance, (3) command consultation, (4) screening and evaluation, (5) crisis intervention, (6) physical profiling, (7) treatment referral networks, (8) case management efforts, and (9) quality assurance. Responsibilities include providing primary, secondary, and tertiary prevention programs, specialty training for NG health care professionals and other personnel on issues related to the psychological health of Guardsmen and their families, and multi-level community organization, collaboration, and enhancement.

AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued as follows: Area 1: All permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within the Office of the Deputy State Surgeon. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Eligible candidates will be listed in score order, including veterans' preference points. Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENT: a. Master's in Social Work from a school accredited by the Council on Social Work Education. Substitute degrees will not be accepted. b. Must have at least 2 years' post-MSW experience that may have included conducting individual and group psychotherapy, and marriage and family counseling; organizing, managing, and administering adult, child and family prevention and outreach services; interviewing clients to establish the nature and extent of concerns/issues, providing professional assistance, and determining appropriate referral services/opinions; and in planning and implementing professional community organizational strategies and initiatives; formulating of needs assessments, development of prevention programs, and marketing of developed programs. c. Possession of an active (characterized by present activity, participation, practice, or use); current (not revoked, suspended, or lapsed); valid; and unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands, which allows practice without supervision. Include proof with application; or d. If the applicant does not yet possess an unrestricted license to practice clinical social work independently, understands that if selected for this position, must obtain the necessary license to practice independently within 12 months of appointment and a written plan of supervision will be documented and will be ineligible for lateral transfers to another position or promotion to a higher grade until awarded the required license. (Ref: AR 40-68, Clinical Quality Management, Para 7-10b(1)(b)) VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. FEDERAL TIME-IN-GRADE: Applicants who are current non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current non-temporary GS employee applying for a higher grade than the grade you currently hold, provide an SF-50 that shows the required lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the required lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. Develops relationships with military and community groups to enhance prevention efforts and expand available BH resources. Builds capacity and provides access to secondary preventive support services and psycho-educational skills-development activities. Applies professional knowledge of the principles, theories, procedures, and practices of social work to clinical duties in accordance with applicable DoD guidelines. Builds efficient processes to manage Behavioral Health referrals and case management services. Provides consultation, education, and training to military and non-military health care professionals concerning behavioral health policy, psychological fitness, and primary and secondary prevention programs. DRIVER'S LICENSE: Must possess a valid driver's license.
