This National Guard position is for a PROGRAM MANAGER (JOINT RESILIENCY DIRECTOR), Position Description Number T0080000 and is part of the OFFICE OF THE ADJUTANT GENERAL, National Guard.

THIS IS A TEMPORARY APPOINTMENT NTE 1 YEAR, MAY BE EXTENDED UP TO 2 YEARS.
Duties
As a PROGRAM MANAGER (JOINT RESILIENCY DIRECTOR), GS-0340-14, you will serve as the Director of the Joint Resiliency Directorate with oversight of at least four major functions listed below without duplication in another directorate, and provides statewide policy, guidance, leadership, management, and oversight of service member, family, contractor, and employee programs, policies, and plans. This position will provide guidance to both Army and Air National Guard resources.
Requirements

- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Qualifications
The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews may be optional. Veteran's Preference does NOT apply. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and educational requirements of the position. Selection certificate may be limited to best qualified applicants.
GENERAL EXPERIENCE: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Experience time requirements of 1 year equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience with being responsible for long/short term planning, scheduling, assigning, coordinating, reviewing, and approving work of subordinate personnel (T5, AGR, DSG/MDAY, Technician) engaged in multi-mission support functions for military members, military personnel family members, and civilian federal employees. Experience ensuring the safety and fair and equitable treatment of a wide range of personnel in various statuses, compliance with objectives, standards, applicable statutes, regulations, policies, and directives of the Army and Air National Guard.
