THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MILITARY AND FAMILY READINESS MANAGER, Position Description Number D2409000 and is part of the HUMAN RESOURCES OFFICE- ARMY, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Veterans' preference does not apply to this vacancy due to internal merit promotion.

Duties

As a Military and Family Readiness Manager, GS-0301-12, you will be responsible to budget, direct, plan, develop, articulate, implement, provide quality assurance, training and assistance for all aspects of Service member and Family Readiness Programs; and supervise and administer program services to National Guard Service members and their families beginning from the Recruit Sustainment Program through the entire military lifecycle. Enables the provision of, or referral to, services for service and family members of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc.). Responsibilities are aligned at all levels of steady state, contingency and mobilization with operations geographically dispersed throughout the state to enable maximum program reach, support to Commanders and readiness impact. Position is responsible for successful execution of, and oversees ARNG budget for, Survivor Outreach Services; Soldier Support Services; Employment/ESGR; Transition/Transition Assistance; Financial Literacy and Readiness; Resilience, Risk Reduction and Suicide Prevention programs; Yellow Ribbon Reintegration Program; Exceptional Family Member Program; Family Assistance Centers; Crisis Intervention; Emergency Family Assistance Center (EFAC); Child & Youth Services; Volunteer Program; and Family Readiness Support (holistically, Soldier & Family Readiness Programs); for geographically-dispersed Units, Service members and families. The position provides first line supervision to Title 32, Title 5, statutory volunteers, Active Guard Reserve (AGR) personnel and State employees assigned to the program. May oversee Federal and State level contracts (as Contracting Officer Representative) as well as Master Cooperative Agreements (as State Program Manager). Serves the organization as the senior state-level technical subject matter expert to NGB and TAG, providing supervision for all levels of Government personnel, and Government Technical Monitor providing guidance and oversight for contracted services/personnel, ensuring responsive, high-quality family readiness services impacting service member and family readiness.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance within one year of appointment.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check with Child Care Inquiries (CNACI) prior to position assignment.
  • Irregular and adjusted weekend work schedules hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Obtain and maintain valid driver’s license. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.

Qualifications

Military Grades: Officer Only GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience developing work assignments or projects taking into consideration elements such as work to occur, deadlines, depth, breadth, and scope of work as it pertains to the overall family program. Experience with Family Support Services initiatives, programs and initiatives. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
