This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), in the Learning Resources Service at the Western North Carolina VA Health Care System (WNCVAHCS). The incumbent reports to the Chief Learning Resources service. The incumbent reports administratively to the Chief Learning Resources service, with day to day technical oversight provided by the Simulation and REdl Program Coordinator.

Duties

This position supports administrative operations of Educational Programs pertaining to Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Mock Codes, Simulation Lab and other educational programs as assigned. Administrative support provided includes but is not limited to: Orients learners and instructor(s), maintains files related to simulation and clinical education, tracks and documents trainings, maintain equipment and provides technological support. Reports, responds to, and resolves customer requests pertaining to BLS, ACLS and simulation training. Assesses, gathers and reports data to support REdl program coordinator and requests for new simulation technology or equipment. Pulls and assembles reports, prepares presentations, troubleshoots training equipment failures and initiates work orders. Serves as the REdl program Talent Management System (TMS) administrator. Inputs data into Talent Management System (TMS), using knowledge of Boolean Logic and its principles to maintain complex Assignment Profiles (attributes, operators, values, rules) to isolate groups of users that require assignment of various curricula and learning items in (TMS) to support BLS/ALS and Simulation programs. Uses knowledge of how the TMS works in conjunction with the REdl system and makes manual adjustments of learning item assignments when necessary. Reports on the status of usage of equipment and supplies; works with internal/external sourcing contacts for the routine selection and ordering of equipment, replacement parts, and supplies required for the operation of educational programs; maintains warranties and records of repairs, tracks equipment. Ensures equipment is in working condition pre and post check out to staff, and ensures equipment is returned to LRS after use. Works closely with all levels of the Logistics Department in equipment intake and send- outs, ensures accurate equipment inventory logs, and prepares proper documents for Electronic Inventory Lists to be modified when needed. Provides administrative support to the Education Staff when providing educational offerings such as the following: virtual programming support, marketing, scheduling, tracking and documentation of in-person and virtual training programs. With assistance from continuing educational staff, completes all steps required within an event management process, including facilitating selection of the event time, developing a formal invite, managing logistical items, disseminating information to attendees, assuring attendance is captured and ensuring smooth execution of the event to include tracking and recording of event. Uses thorough knowledge in training platforms and technology to support facilitation of virtual classroom trainings. Responsible for the technical components during virtual trainings and attends educational classes when needed to support education staff and presenters. Collaborates with presenters and staff as it relates to scheduling, standardizing procedures, demonstrating new technology and providing technical support for virtual classes. Advises the Simulation/REdl Program Coordinator through execution of simulation lab operations, and activities. Supports the operations of the simulation lab for pre-simulation activities by preparing simulation technology and supplies, assisting in documentation of simulations, reviewing lab policies and procedures, obtaining consents and setting up simulation control room or AV equipment. Provides management support to the program director by performing post simulation activities such as debriefing playbacks, administering student and faculty evaluations, cataloging recordings and returning lab to pre-scenario conditions. Individual Occupational Requirement (IOR): You must meet the following Individual Occupational Requirement: Education Undergraduate and Graduate Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR Experience Specialized Experience (for positions above GS-5): You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the Individual Occupational Requirement (IOR) as listed above, applicants must also meet the Specialized Experience Requirements that are directly related to that of the position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Physical Requirements: The work is essentially sedentary but may include some walking, standing, bending, pushing and carrying of light to medium weight equipment.
