This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a team member who takes a scientific approach to analyze operations, organization, performance metrics, and systems solutions for Defense Language Institute Foreign Language Center decision makers.

Duties

This is a developmental position responsibilities are listed at the full performance GS-11 level. Engage in conducting analyses and evaluations in the development, modification and application of mathematical and computer models for military operational analysis. Initiate and develop an effective analytic approach to problem solving. Recommend methodologies and techniques to include the application and/or development of mathematical models, which may require computer utilization and programming. Research, analyze, test and evaluate unusual circumstances, issues, conditions and problems. Validates models for specific cases; develops appropriate scenarios and databases; and develops the study methodology that will optimize the use of statistical models for operational analysis.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Data Scientist: Degree: Bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (Transcripts required at the time of application.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To Qualify at the GS-07 level: GS-07 Specialized Experience: One year of specialized experience which includes assisting in developing data set processes; or, assisting in building data visualization products; or, utilizing programming language tool for data manipulation and analysis; or assisting in developing mathematical and statistical models.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05 or above). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Mathematics, statistics, computer science, data science or field directly related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. To Qualify at the GS-09 level: GS-09 Specialized Experience: One year of specialized experience which includes analyzing a wide range of data to include mathematics, statistical analysis, modeling/simulation and/or other scientific concepts, techniques and procedures in order to draw conclusions.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07 or above). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necesary to do the work of the position such as Mathematics, statistics, computer science, data science or field directly related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify at the GS-11 Level: GS-11 Specialized Experience: One year of specialized experience which includes applying modeling techniques to execute studies; preparing technical reports on findings or methods used; and evaluating statistical validity of research protocols.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above). OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as Mathematics, statistics, computer science, data science or field directly related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed higher level graduate semester hours (or equivalent) beyond the first year (total higher level graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade: Time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.
