This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Reduction In Force (RIF): This position will be impacted by a Reduction In Force (RIF) within the next 3-5 years (subject to change), due to closure of the organization. Impacted employees will be assessed for all eligible Reduction In Force (RIF) benefits should that occur.

Duties

Coordinate and manage environmental Air, Hazardous Material, Hazardous Waste. Coordinate Environmental Management System, NEPA, Cultural and Natural Resources. Conduct remedial investigations to determine the nature and extent of contamination. Prepare, review and analyze environmental related documents, both technical and legal, dealing with the Compliance. Attend meetings to negotiate technical and programmatic positions as the project manager. Prepare periodic reports and permits for submittal to regulatory agencies and higher headquarters. Complete of RCRA permit modifications and negotiations. Provide recommendations for improvements to correct deficiencies. Serve as a technical advisor to the Division Chief and visits environmental sites to ensure that details of work are in compliance. Manage hazardous waste generated during investigative and remedial operations and in permitted or regulated facilities. Ensure sites are inspected appropriately and required documentation is generated. Oversee preparation of waste manifests, Land Disposal Restriction notices, and profiles associated with remedial activities. Participate in onsite inspections conducted by other regulatory agencies and government officials.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 35 lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • May be required, if qualified, to participate in Chemical Accident/Incident Response and Assistance (CAIRA) exercises and incidents and serve on teams dedicated to controlling CAIRA situations after being trained for a particular duty involved.
  • This position requires the incumbent to complete the Hazardous Waste Management training within six (6) months after the date of appointment and annually.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement: Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics which included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. (Note: You must attach a copy of your transcripts.) In addition to meeting the above basic requirement, specialized experience must also be met: Specialized Experience: One year of specialized experience which includes 1) Coordinating and Managing an Environmental program involving (Air, Hazardous Material, Hazardous Waste, NEPA, Cultural and Natural Resources, Toxics, Water and Wastewater); 2) Coordinating meetings/negotiations with higher Head Quarters, State, Local and Federal Officials; AND 3) Interpreting and complying with all regulatory requirements including the Resource Conservation and Recovery Act, the Clean Water Act the Clean Air Act, the National Environmental Policy Act, the Emergency Planning and Community Right to Know Act. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
