This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at the Center for Army Analysis, Technical Director, Operations Analysis Division, located at Fort Belvoir, Virginia.
Duties
Conduct extensive systematic exploration of problems of an unprecedented nature using a variety of computer programing languages.
Present trend analysis ascertaining potential problem areas.
Identify areas for analysis that have not been previously susceptible to analysis by the operations research approach.
Conduct analyses involving tradeoffs among readiness, force structure, sustainability, transformation, and modernization.
Develop alternatives and provides information and guidance to sponsors and Senior Army leadership.
Conduct studies using existing Center for Army Analysis (CAA) models, applications, and other tools, and models obtained from sources outside the agency.

Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Qualifications for the GS-11:
Specialized Experience: One year of specialized experience which includes applies coding, operations research, or data science techniques to support analytical studies addressing operational problems in military contexts; constructs and applies mathematical models to address analytical challenges focused on the operational level of war; or uses software engineering techniques on cloud-hosted or on-premises architectures to design or implement models and tools to solve data and analysis challenges. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research, Statistics, Mathematics, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Qualifications at the GS-12 level:
Specialized Experience: One year of specialized experience which includes applies coding, operations research, or data science theories and techniques to support analytical studies addressing operational problems in Joint and/or multinational contexts; constructs and applies mathematical models to address analytical challenges focused on the operational level of war; or uses software engineering techniques on both cloud-hosted and on-premises architectures to design and implement models and tools to solve data and analysis challenges. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
OR
Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research, Statistics, Mathematics, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Qualifications at the GS-13 level:
Specialized Experience: One year of specialized experience which includes applies coding, artificial intelligence, machine learning, operations research, or data science theories and techniques to lead or support analytical studies addressing institutional and operational problems in Joint, interagency, intergovernmental, and/or multinational contexts; constructs and applies mathematical models to address complex analytical challenges focused on the operational level of war; or uses software engineering techniques on both cloud-hosted and on-premises architectures to design and implement models and tools to solve complex data and analysis challenges. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
Education
