Duty Location: Klamath Falls, Oregon
Duties
Serves as a biological science technician with Klamath basin Area Office (KBAO) conducting field investigations of fish population on the Klamath Project and in the Klamath Basin within the influence of the Klamath Project.
-Serves as a member of a crew conducting field investigations, studies, and surveys such as population monitoring, dynamics, distribution, and abundance using electro-fishing, netting (beach seines, trammel nets, hoop nets), and various fish marking techniques.
-Conducts water quality tests to determine physical and chemical characteristics of water as it relates to fish life history requirements for physical habitat.
-Cleans, maintains, and stores field equipment such as boats, motors, sampling devices, analytical instruments, and safety equipment.
-Operates boats up to 20 feet in length and uses technical equipment such as electro-fishing units, electronic scales, water quality monitors, and computers.
-At supervisor's discretion may assist Water Operations staff with field data collection including water and snow measurement.
-Schedules, organizes, and oversees actions on at least one fisheries investigation or monitoring effort, required to plan for equipment updates and acquisitions, creating a work schedule, quality assurance and control of data, curation of data, preparation of data summary and report narratives.
-Computes, compiles, and summarizes data in tabular, graphic, and narrative form and enters data into computer spreadsheets.
-Drafts narratives and summary reports for environmental regulatory compliance.
-Contributes to the preparation of briefing summaries and possible publications.
-Presents data summaries in written and oral forms.
-Assists KBAO to execute the annual budget through achieving and maintaining training for certification as a Contracting Officer's Representative (COR) and/or Grant Officer's Representative (GOR).
-Performs as team member with Klamath Basin Area Office staff and a CO/GO to prepare solicitations, requests for proposals, and other documentation and will administer contracts, agreements, or grants as COR/GOR.
Qualifications

To qualify at the GS-05, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in federal service having demonstrated experience in the collection, holding, and transportation of fish to include equipment operation such as motorboats, various nets, electrofishing equipment, and handheld water quality meters.
OR
Successful completion of at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree with major study or 24 semester hours in any combination of courses such as in biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, ecology, or mathematics, or other directly-related subject matter; and at least 6 semester hours of courses must be directly related to fishery subjects, such as fishery biology, ichthyology, limnology, aquaculture, etc.
OR
Successful completion of a combination of education and experience as described above. To combine education and experience. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year, is equivalent to l year of specialized experience.
To qualify at the GS-06, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience in the collection, holding, and transportation of fish to include equipment operation such as motorboats, various nets, electrofishing equipment, and handheld water quality meters. Record and monitor fish health, maintain and update fish and water quality records, and maintain and improve fish capture equipment. Maintain and operate work truck, boat trailer, and motorboat.

One full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture)
OR
Combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.
To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-06 level in federal service having demonstrated experience in the collection, holding, and transportation of fish to include equipment operation such as motorboats, various nets, electrofishing equipment, and handheld water quality meters; and scientific data collection. Record and monitor fish health, maintain and update fish and water quality records, and maintain and improve fish capture equipment. Maintain and operate work truck, boat trailer, and motorboat. Collect, process, and inventory tissue collections. Develop and follow established fish capture and handling and data quality assurance procedures. Ensure uniform data collection in a repeatable and scientific manner.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 05/31/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-05, 06 and 07 grade level(s).
